    Job Overview

    The Chief Construction Project Manager is a senior specialist role responsible for the strategic planning, coordination, implementation, and oversight of infrastructure programmes and construction projects within the Free State Department of Health. The role ensures that all infrastructure projects are delivered in compliance with legislative, financial, safety, and quality standards, while supporting service delivery through effective infrastructure development.

    The position plays a critical role in managing implementing agents, overseeing project execution, ensuring compliance with the Infrastructure Delivery Management System (IDMS), and providing professional leadership within the built environment.

     Key Responsibilities

    Infrastructure Planning & Programme Management

    • Plan and manage infrastructure programmes and projects in line with the Infrastructure Delivery Management System (IDMS).

    • Prepare and update the Infrastructure Programme Management Plan (IPMP).

    • Develop procurement strategies, infrastructure budgets, and final project lists.

    • Prepare project packages and individual project briefs for implementation.

    Procurement & Contract Management

    • Participate in procurement processes for professional service providers and contractors.

    • Prepare and approve bid specifications and evaluate tenders as a member of Supply Chain Management committees.

    • Review and recommend variation orders in line with contract management practices and financial delegations.

    • Recommend and authorise payments in accordance with contractual conditions and financial delegations.

    Project Implementation & Monitoring

    • Monitor infrastructure programme and project implementation by Implementing Agents (IAs).

    • Manage projects not allocated to Implementing Agents.

    • Review and sign off Infrastructure Programme Implementation Plans (IPIP) and Project Execution Plans (Versions 2–7).

    • Ensure adherence to Service Delivery Agreements.

    Compliance, Quality & Safety Management

    • Ensure compliance with Occupational Health and Safety (OHS) standards.

    • Oversee quality assurance and compliance with construction and building regulations.

    • Ensure adherence to national and provincial legislation governing infrastructure delivery.

    Reporting, Evaluation & Commissioning

    • Prepare and submit financial and non-financial progress reports.

    • Manage infrastructure project commissioning and post-implementation evaluation.

    • Maintain and submit all project documentation to relevant directorates.

    Stakeholder & People Management

    • Manage the interface between end-users, community structures, and Implementing Agents.

    • Provide leadership, mentoring, and development of candidate professionals.

    • Manage human and financial resources within the programme.

    Research & Innovation

    • Conduct research and literature reviews to remain current with new technologies and best practices.

    • Assess feasibility and viability of geographical information and infrastructure management systems.

    Job Requirements

    Qualifications & Professional Registration

    • Matric.

    • Degree in a Built Environment field at NQF Level 7, recognised by SAQA.

    • Minimum of 6 years’ post-qualification experience.

    • Current registration as a Professional Construction Project Manager with SACPCMP (2025/2026).

    Mandatory Requirements

    • Computer literacy.

    • Valid driver’s licence.
