Job Purpose
The purpose of this contract is to appoint a qualified and accredited service provider to conduct random drug testing, post-incident drug testing, and drug awareness training across Transnet Rail Infrastructure Manager operations nationally. The objective is to promote a safe, drug-free working environment, ensure compliance with occupational health and railway safety regulations, and support Transnet’s safety culture.
Scope of Work
The appointed service provider will be required to:
Drug Testing Services
Conduct random drug testing at TRIM depots and sub-depots nationwide
Perform post-incident drug testing within prescribed timeframes
Collect samples (urine and/or saliva) using approved testing methods
Manage chain of custody, sample handling, and documentation
Arrange confirmatory laboratory testing for substances including:
Cocaine
Opiates
PCP
Other specified substances
Training & Awareness
Deliver drug awareness and education training to:
Employees
Occupational health nurses
Relevant TRIM personnel
Provide training on:
Drug abuse awareness
Workplace safety policies
Testing procedures and consequences
Technical Requirements
Use of SANAS-accredited laboratories for confirmatory testing (GC-MS)
Provision of saliva-based drug screening equipment capable of detecting six (6) specified drugs
Laboratory confirmation results to be provided within 48–96 hours
Deployment of qualified and registered nurses to conduct testing nationally
Implementation of infectious medical waste management protocols
Maintenance of legally defensible chain of custody procedures
Compliance with:
Occupational Health and Safety Act 85 of 1993
Railway safety regulations
Transnet safety and access requirements
Skills & Competency Requirements
The service provider must demonstrate:
Proven experience in workplace drug testing programmes
Capability to deliver services nationally with sufficient staffing and logistics
Accredited laboratory partnerships (SANAS or equivalent)
Strong project and operational management capabilities
Experience in medical waste disposal and compliance
Ability to maintain confidentiality, data protection, and legal integrity of test results
Capacity to conduct safety-compliant operations within a railway environment
