Job Description
The successful candidate will provide strategic leadership and management to the GCIS Provincial Directorate, particularly in support of the provincial communication system headed by the Office of the Premier.
The role is responsible for delivering government communication campaigns aligned with national and provincial strategic frameworks, strengthening communication partnerships, supporting local government communication structures and providing strategic direction on government communication matters.
The Provincial Director will also oversee effective and compliant communication operations, manage strategic risks, participate in audit processes and contribute to protecting and enhancing the reputation of government.
Responsibilities
- Provide strategic leadership and management to the GCIS Provincial Directorate.
- Support the provincial communication system headed by the Office of the Premier.
- Deliver communication campaigns aligned with:
- National Communication Strategic Framework.
- Medium-Term Development Plan (MTDP).
- Provincial MTDP.
- Provincial communication programmes.
- Advocate for the application of government communication norms and standards across the provincial communication system.
- Support the Local Government Communication System.
- Develop and maintain communication partnerships and networks with provincial government and civil society stakeholders.
- Participate actively in provincial communication forums.
- Provide strategic direction on government communication matters.
- Provide strategic communication support during urgent or rapid-response communication situations.
- Protect and enhance the reputation of government through effective communication.
- Ensure the operation of an effective and compliant government communication organisation.
- Identify and review strategic risks.
- Oversee the implementation of risk mitigation plans.
- Participate in the audit planning process.
- Manage responses to audit queries.
- Coordinate multi-stakeholder and inter-governmental multimedia communication campaigns.
Requirements
- An appropriate Bachelor’s Degree at NQF Level 7, recognised by SAQA, in:
- Communication;
- Media Studies;
- Journalism;
- Public Relations;
- Development Communication; or
- A related NQF Level 7 qualification majoring in one of the above fields.
- Successful completion of the Public Service Senior Management Leadership Programme (Nyukela Certificate) is a prerequisite for appointment.
- At least five years’ experience at middle/senior management level.
- Extensive experience and knowledge of development communication.
- Proven leadership capabilities.
- Sound interpersonal skills.
- Project management experience.
- Extensive experience coordinating multi-stakeholder and inter-governmental multimedia communication campaigns.
- Comprehensive knowledge of the Western Cape Province, including its:
- Socio-economic dynamics.
- Development dynamics.
- Communication footprint.
- Communication dynamics, including at municipal level.
- Sound knowledge of the Public Finance Management Act (PFMA).
- Computer literacy.
- Valid driver’s licence.

Additional Requirements
- The successful candidate must disclose all registrable financial interests to the Minister.
- An employment contract must be signed within one month of assuming duty.
- A performance agreement must be signed with the relevant Chief Director within three months of assuming duty.
- The successful candidate must obtain a Top-Secret security clearance.
- Shortlisted SMS candidates will undergo a technical exercise and interview.
- Following the technical exercise and interview, up to three SMS candidates will undergo psychometric assessments covering cognitive capabilities, behavioural preferences, emotional intelligence and integrity.
- Candidates should detail courses passed in their CV in accordance with their academic transcript.
