Job Purpose
To ensure optimal utilization of state-owned properties and manage property-related contracts and leases, including monitoring, verification, and record-keeping in the Property Management Information System (PMIS). The role also involves supervising staff and liaising with stakeholders to ensure compliance with PFMA, Treasury Regulations, and departmental policies.
Key Responsibilities
Property Utilization & Administration
- Conduct physical verification of state-owned properties to ensure efficient and optimal use
- Ensure PMIS accurately reflects all relevant property information
- Investigate utilization potential and identify superfluous or underutilized properties
- Facilitate rezoning, letting-out, and disposal processes for properties
Security & Maintenance
- Ensure properties are adequately secured to prevent illegal occupation and vandalism
- Take rectification actions where necessary
- Clear overgrown vegetation and fire breaks on state properties
Contracts & Lease Management
- Negotiate with potential tenants and conclude lease agreements in line with PFMA and Treasury Regulations
- Conduct debt management functions related to property leases
- Ensure compliance with relevant prescripts, policies, and legal frameworks
Reporting & Record Management
- Maintain accurate property details in PMIS and Fixed Asset Register
- Prepare reports for top management and relevant stakeholders
- Facilitate cost determinations and verifications
Staff Supervision & Development
- Supervise employees to ensure effective service delivery
- Allocate duties and quality-check work delivered by supervisees
- Manage performance and development of staff
Stakeholder Engagement
- Liaise with client departments to assess needs and reserve properties
- Coordinate with all spheres of government and relevant stakeholders regarding property-related matters
Minimum Requirements
Qualifications
- Three-year tertiary qualification (NQF Level 6) in:
- Real Estate Management Services
- Property Development
- Town Planning
- Finance, Law, or built environment-related field
Experience & Skills
- Relevant experience in property management and/or fixed asset management
- Knowledge of: GIAMA, PFMA, PMIS, BBBEE, Treasury Regulations, Property Law
- Skills: Report writing, analytical thinking, accounts and numerical skills, communication, problem-solving, stakeholder management
- High computer literacy
- Ability to work under pressure and adapt to office requirements
- Valid driver’s license
