Job Purpose
To manage and monitor infrastructure project budgets within the Department of Public Works and Infrastructure. This includes budget control, expenditure analysis, liaison with project managers, reporting, and ensuring data integrity in financial systems like WCS and BAS. The role also involves supervision of staff and facilitating timely financial management decisions.
Key Responsibilities
Budget & Financial Management
- Assist with budget control of infrastructure budgets
- Analyse and monitor expenditure levels to ensure optimal use of funds
- Approve authorizations on WCS once funding confirmation is received
- Determine availability of funds within allocations
- Liaise with Head Office Project Budget Administration for funding confirmation or additional funding
- Report shortages or surplus of funds to Regional Head of Finance and PBA/PBM Head Office
Monitoring & Reporting
- Monitor implementation programmes in terms of expenditure, cash flow projections, tender dates, and WCS data integrity
- Compile and submit budget inputs to respective managers
- Prepare monthly presentations and reports for the D: Finance
- Manage and report on all funding requests submitted via the Funds Tracking System
Staff Supervision & Development
- Manage human resources of the unit
- Allocate duties and monitor performance to ensure work is delivered effectively
Stakeholder Engagement
- Liaise with project managers regarding budget-related matters
- Attend meetings as required to ensure alignment on financial and project matters
Minimum Requirements
Qualifications
- Minimum three-year tertiary qualification (NQF Level 6) in:
- Finance
- Financial Management
Experience & Skills
- Relevant experience in Project Budget Administration or Budget Administration
- Knowledge of: WCS, BAS, PFMA, Treasury Regulations, Built Environment/Construction regulations, OHS, Emerging Contractor Development Programme, financial administration, and procurement systems
- Skills: Strong numeracy and accounting, organizing, planning, interpersonal, communication, diplomacy, problem-solving, computer literacy, proactive and creative approach
- Valid driver’s license
