Job Purpose
To implement and maintain property management policies and coordinate the disposal of redundant and superfluous state properties, including residential properties and vacant land parcels, in line with government objectives such as Land Reform, Restitution, and Human Settlements development. The role also includes supervising employees to ensure effective and efficient service delivery.
Key Responsibilities
Property Management & Policy Implementation
- Implement and maintain property management policies, procedures, and frameworks
- Provide guidance on compliance with relevant prescripts and delegations
- Communicate property management policies and procedures to stakeholders
Residential Property Disposal
- Coordinate the disposal process of redundant and superfluous residential properties
- Conduct inspections to determine the status/conditions of properties
- Facilitate identification of properties for disposal
Vacant Land Release
- Coordinate release of vacant surplus land parcels to support government objectives:
- Restitution
- Land distribution
- Human settlements development
- Verify ownership status of identified land parcels
Conveyancing & Documentation
- Coordinate collection of conveyance and transfer documentation
- Deliver instructions to the Office of the State Attorney
- Accept draft Power of Attorney and transfer documents in preparation for delegated authority signing
Staff Supervision & Service Delivery
- Supervise employees to ensure efficient and effective service delivery
- Enhance property management processes and contribute to departmental goals
Minimum Requirements
Qualifications
- Three-year tertiary qualification (NQF Level 6) in Real Estate Management or related field
Experience & Skills
- Relevant experience in property management and disposal
- Knowledge of: PFMA, GIAMA, DISPOSAL ACT, Deeds Registry, Financial Administration, Treasury Regulations, BBBEE, Procurement directives
- Skills: Report writing, numerical and analytical skills, problem-solving, communication, planning and organizing, innovation, assertiveness, client-oriented approach
- Computer literacy
- Valid driver’s license
- Willingness to travel and adapt to office requirements
