    Job Overview

    The Head of Department (HOD) will provide strategic leadership and operational oversight for the Department of Economic Development, Small Business, Tourism and Economic Affairs (DESTEA) in the Free State Province. The role requires strong executive management and governance, with responsibility for delivering economic development, small business support, tourism growth, environmental management, and regulatory services.

    The HOD will act as the Accounting Officer in terms of the Public Finance Management Act (PFMA) and ensure compliance with all legislative, financial, and governance frameworks. The role requires an experienced senior manager capable of leading large teams, managing performance, overseeing budgets, and implementing government policies and strategic priorities.

    Minimum Requirements

    Qualifications

    • Postgraduate qualification (NQF Level 8) in:

      • Economics

      • Business Administration

      • Or equivalent qualification recognised by SAQA

    Experience

    • Minimum 10 years senior managerial experience

    • Experience in executive leadership and strategic planning

    Additional Requirements

    • Successful completion of the SMS Pre-entry Programme (120 hours)
      (Mandatory for applicants entering the Senior Management Service)

    Key Responsibilities

    Strategic Leadership & Governance

    • Provide strategic direction and ensure effective functioning of the department

    • Implement government policies and legislation relevant to the department

    • Develop and implement the Strategic Plan and Annual Performance Plan

    • Provide advice and information to the MEC for informed decision-making

    • Promote good governance and maintain ethical standards

    Human Resource & Operational Management

    • Effective utilisation and development of staff

    • Maintain discipline and promote sound labour relations

    • Ensure proper use and care of state property

    • Promote staff performance and development

    • Oversee Corporate Services and HR functions

    Financial Management (Accounting Officer Role)

    • Ensure financial administration and compliance with PFMA and Treasury regulations

    • Oversee budget planning, allocation, and monitoring

    • Ensure budget aligns with departmental programs and service delivery

    • Ensure effective financial controls and risk management

    Risk & Security Management

    • Provide enterprise risk management services

    • Oversee compliance with Minimum Information Security Standards (MISS)

    • Ensure overall security of the department

    Economic Development & Small Business

    • Drive economic development and growth initiatives in the province

    • Support small business growth, sustainability, and development

    • Provide integrated economic and sector development services

    • Manage regulatory and consumer affairs services

    • Oversee provincial State-Owned Entities

    Tourism Development & Promotion

    • Oversee tourism planning, development, and transformation
