Project Objective
- Appoint a qualified service provider to verify, develop, and maintain a GRAP-compliant Fixed Asset Register for immovable assets over 3 years.
- Ensure municipal compliance with:
- GRAP standards
- MFMA (Municipal Finance Management Act)
- National Treasury guidelines
Scope of Work
Review & Analysis
- Review existing asset registers and management policies
- Conduct gap analysis against GRAP, MFMA, and Treasury guidelines
Asset Verification & Tagging
- Physical verification of all municipal immovable assets
- Assign unique identifiers (barcodes or QR codes)
- Link assets to the register with unique numbers
Reconciliation & Reporting
- Reconcile asset register with the General Ledger
- Prepare supporting notes, policies, disclosures, and audit-ready reports
- Reassess useful lives, residual values, and depreciation methods
Audit Support & Capacity Building
- Support internal and external audits
- Train municipal officials in asset management practices and systems
Technical Requirements
- Detailed project plan and methodology
- Comprehensive physical verification and tagging
- Reconciliation with the General Ledger (variance analysis and adjustments)
- Audit-ready reporting (asset verification, valuation, reconciliation)
- On-the-job training and knowledge transfer to municipal staff
Skills & Qualifications Required
- Professional registration with a recognized accounting/financial body (e.g., ECSA, CASM, or equivalent)
- Experience in municipal financial reporting, fixed asset management, and audit support
- Proven capacity for annual financial statement preparation and audit readiness
- Ability to provide comprehensive reports and training to municipal officials
- Expertise in physical asset verification, valuation, and reconciliation
