Tender Purpose:
To appoint a qualified contractor for the construction of six (6) asphalt speed bumps, including the supply of all necessary materials, to improve traffic calming and road safety in Kroonstad.
Scope of Work:
Site preparation at six designated locations
Construction of 6 speed bumps using medium hot asphalt
Supply of materials, including:
Asphalt mix
Road markings (if required)
Safety signage and traffic cones during works
Compliance with engineering and road safety standards as per Section 2.1 of the tender document
Quality assurance via test reports and product certifications
Technical Requirements:
CIDB Grading:
Minimum CIDB 1CE or higher
Key Specifications:
Asphalt layer must meet municipality’s durability & compaction specs
Final speed bump must meet SANS-compliant road design and height/width standards
Evidence of proper asphalt compaction and slope to be provided
Site cleanup and restoration after works
Administrative Requirements:
The following documents are mandatory for your bid to be considered:
Company registration documents (CIPC)
Valid Tax Compliance Status (TCS) PIN or certificate
CIDB Grading certificate (1CE minimum)
Proof of registration on Central Supplier Database (CSD)
Completed & signed MBD forms (MBD 1, 4, 6.1, 8, 9)
Valid B-BBEE Certificate or sworn affidavit
Product certificates or compliance evidence for materials
Company profile detailing similar projects and references
Evaluation Criteria:
Bids will be evaluated on:
Responsiveness (documents complete & valid)
Technical compliance (past experience, team qualifications)
Price
Preferential procurement points (B-BBEE level)
Joint Ventures & Subcontracting:
Joint ventures are permitted
Each JV partner must submit full documentation
Clearly outline responsibilities and shareholding
Subcontracting should be disclosed and must comply with PPPFA regulations
