Job Purpose
To coordinate and manage the accommodation portfolio for client departments, develop and implement user demand management policies, and ensure compliance with legislative and financial frameworks. The role involves optimizing the planning, provision, and reporting of accommodation services.
Key Responsibilities
Accommodation Portfolio Management
- Coordinate provision of accommodation for client departments
- Verify accommodation particulars and requirements
- Liaise with client departments and service providers regarding leasing, maintenance, and facilities management
- Assist clients in requesting funding for accommodation needs
Policy Development & Governance
- Develop, implement, and maintain user demand management policies, procedures, and frameworks
- Ensure compliance with relevant prescripts, delegations, and procedures
- Establish governance processes and internal control measures
- Communicate policies and procedures to relevant stakeholders
Budget & Financial Oversight
- Manage budget and expenditure levels for client departments
- Oversee analysis of budgets on Works Control System (WCS) and PACE
- Verify deposited funds, conduct monthly reconciliations of suspense accounts
- Prepare cost analyses for development and leasing of accommodation
- Align cash flows, project plans, and quality reports per service
Management & Coordination
- Manage the sub-directorate, including staff performance and workflow
- Improve client relationship management, integrated planning, and coordination
- Extract, compile, and submit client-specific reports on accommodation and expenditure
Minimum Requirements
Qualifications
- Three-year tertiary qualification (NQF 6) in Public Management, Business Administration, or Real Estate Management
Experience & Skills
- Relevant experience at Junior Management / Assistant Director level
- Knowledge of: WCS, BAS, PFMA, Treasury Regulations, Financial management, technical built environment processes, procurement, and maintenance systems
- Skills: Advanced numeracy, organization, interpersonal communication, diplomacy, problem-solving, and advanced computer literacy
- Valid driver’s license
