Job Purpose
To manage and oversee the contract management function within the Supply Chain Management (SCM) environment of the Department. This includes ensuring compliance with contract policies, monitoring performance, managing risks, and providing strategic support to internal and external stakeholders.
Key Responsibilities
Contract Administration & Compliance
- Ensure compliant daily contract administrative activities
- Monitor contract performance and compliance with stipulations, management plans, risk plans, and policies
- Maintain a Comprehensive Contract Register as prescribed
- Develop, implement, and monitor contract management policy
- Handle enquiries, issues, disputes, variations, and risks effectively
Stakeholder Management & Advisory
- Ensure customer satisfaction and proactive service delivery
- Liaise effectively with internal and external stakeholders, including provincial/national departments, senior management, private sector organizations, and public entities
- Provide expert contract management advice to enable desired outcomes
Reporting & Analysis
- Research and analyse contract-related information
- Prepare reports on contract activity and performance
- Evaluate applications for variations, amendments, and cancellations, and develop proposals for approval
Leadership & Governance
- Provide leadership, advice, and support to staff within the team
- Maintain proper supplier relationships in line with the code of ethics
- Manage audit processes and implement effective internal controls
Minimum Requirements
Qualifications
- Minimum three-year tertiary qualification (NQF Level 6) in:
- Supply Chain Management
- Procurement
- Logistics / Purchasing
- Related field
Experience & Skills
- Experience in Public Sector Contract Management
- Valid driver’s license
- People management and leadership skills
- Knowledge of relevant acts and regulations, including: PFMA, Treasury Regulations, BBBEE, Public Service Act, Labour Relations Act, OHS Act, Service Delivery Frameworks, BAS, SCM frameworks, and Government budgeting processes
- Strong problem-solving, analytical, communication, planning, report writing, project management, and presentation skills
- Proficiency in decision-making, chairing meetings, client orientation, and ethical conduct
