Job Purpose
To support and oversee demand management activities within Supply Chain Management (SCM). This role involves analyzing procurement needs, facilitating annual procurement plans, supporting bid committees, and supervising staff to ensure compliance with legislation, policies, and departmental procedures.
Key Responsibilities
Demand Analysis & Planning
- Conduct market and industry analysis to identify procurement challenges, opportunities, and risks
- Review previous procurement data to determine frequency of needs
- Analyze identified needs in line with SCM strategy and contribute to product proposals for implementation
Procurement Support & Compliance
- Facilitate the development of the Departmental Annual Procurement Plan
- Advise on drafting specifications/terms of reference for procurement
- Provide secretariat support to relevant committees
- Ensure compliance with prescripts for all submissions
- Perform quality control on work delivered by SCM clerks
- Provide information to support audit queries
Staff Supervision & Administration
- Supervise and manage staff performance, workflow, and development
- Maintain and update relevant SCM databases
- Perform other assigned duties relating to the implementation of supply chain management processes
Minimum Requirements
Qualifications
- Minimum three-year tertiary qualification (NQF Level 6) in one of the following:
- Supply Chain Management
- Public Procurement
- Purchasing Management
- Public Management / Administration
- Logistics Management
- Financial Management
Experience & Skills
- Relevant experience in Procurement/Supply Chain Management
- Supervisory experience
- Knowledge of SCM Framework, PFMA, Treasury Regulations, PPPFA, CIDB prescripts
- Understanding of Advertising processes, Supplier Database Management, Bid Committee scheduling, and reporting
- Strong written and verbal communication skills
- Computer literacy (MS Office packages)
- People management and organizational skills
- Valid driver’s license
