    Job Purpose

    To lead and manage provincial infrastructure development, construction, and maintenance programmes.

     In simple terms:
    You are responsible for building, maintaining, and upgrading government infrastructure across the Free State.

    Salary & Benefits

    • R1,494,900 per year (all-inclusive package)

    Includes:

    Key Responsibilities

     Infrastructure Leadership

    • Lead infrastructure planning and delivery across the province
    • Ensure projects align with government strategy

     Programme & Project Management

    • Oversee infrastructure delivery plans
    • Manage construction and maintenance programmes
    • Ensure projects are delivered on time and within budget

     Regional Oversight

    • Supervise projects across districts:
      • Motheo / Xhariep
      • Thabo Mofutsanyane
      • Fezile Dabi
      • Lejweleputswa

     Stakeholder Management

    • Work with:
      • Contractors
      • Consultants
      • Government departments

     Risk & Compliance

    • Ensure compliance with:
      • Public Finance Management Act
      • Infrastructure Delivery Management System (IDMS)
      • Occupational Health & Safety regulations

     Strategy & Innovation

    • Develop infrastructure strategies
    • Improve service delivery models
    • Support labour-intensive projects (EPWP-linked)

     Team & Resource Management

    • Lead multidisciplinary teams
    • Develop skilled professionals (engineers, artisans, etc.)
    • Manage budgets and resources

     Minimum Requirements

     Qualifications

    • Bachelor’s Degree (NQF Level 7) in Built Environment, such as:
      • Engineering
      • Construction Management
      • Architecture
      • Quantity Surveying

     Professional Registration

    • Must be registered as a professional in:
      • Engineering / Architecture / Project Management / Quantity Surveying

     Experience

    • At least 5 years at senior management level
    • Experience in:
      • Infrastructure development
      • Construction project management
      • Maintenance programmes

     Required Knowledge

    • Government infrastructure systems
    • Construction contracts & procurement
    • Infrastructure Delivery Management System (IDMS)
    • Occupational Health & Safety Act
    • Public sector operations (national, provincial, local)
