Job Purpose
To lead and manage the entire financial function of the department, ensuring proper budgeting, reporting, compliance, and financial governance.
In simple terms:
You are responsible for all money, budgets, and financial systems in the department.

Key Responsibilities
Financial Management
- Oversee departmental finances
- Ensure efficient use of funds
- Monitor budgets and spending
Financial Planning & Strategy
- Support strategic planning with financial insights
- Provide financial advice to senior leadership
Reporting & Compliance
- Ensure compliance with:
- Public Finance Management Act
- Treasury Regulations
- Financial reporting standards (GRAP)
- Prepare and submit financial statements
Audit & Governance
- Work with Auditor-General
- Ensure strong internal controls
- Monitor risks and financial performance
Budget & Resource Control
- Manage budget processes
- Ensure proper allocation of funds
- Apply cost-benefit analysis
Supply Chain Management
- Oversee procurement systems
- Ensure compliance with policies (PPPFA, SCM rules)
Stakeholder Engagement
- Liaise with:
- National Treasury
- Other government departments
- Internal managers
Minimum Requirements
Qualifications
- Bachelor’s degree (NQF Level 7) in Finance/Accounting or related
Experience
- At least 5 years at senior management level
- Strong experience in:
- Financial management
- Auditing
- Government finance
Required Knowledge
- Public Finance Management Act (PFMA)
- Treasury Regulations
- GRAP (financial reporting standards)
- PPPFA (procurement laws)
- Labour laws (LRA, BCEA)
- Government financial systems
