     JOB PURPOSE

    The purpose of this tender is to appoint a qualified professional service provider to:

    • Compile a new municipal valuation roll
    • Maintain and update supplementary valuation rolls

    This ensures accurate property valuation for municipal rates and taxation in compliance with legislation.

     SCOPE OF WORK

     1. Compilation of Valuation Roll

    • Develop a complete valuation roll for all properties
    • Cover valuation period: 1 July 2027 – 30 June 2032
    • Include all property categories:
      • Residential
      • Commercial
      • Industrial
      • Agricultural
      • State-owned and public service properties

     2. Supplementary Valuations

    • Prepare annual supplementary valuation rolls
    • Update property values due to:
      • New developments
      • Property changes
      • Ownership transfers

     3. Property Data Collection & Analysis

    • Conduct property inspections and measurements
    • Collect and verify:
      • Sales data
      • Ownership details
      • GIS and mapping data
    • Use aerial photography and satellite imagery

     4. Community Engagement

    • Conduct public awareness campaigns
    • Facilitate community participation meetings
    • Handle:
      • Objections
      • Appeals
      • Valuation queries

     5. Data Management

    • Maintain secure property valuation database
    • Ensure:
      • Data accuracy
      • Backup systems
      • Disaster recovery plans
    • Comply with POPIA and data privacy laws

     6. Legal & Regulatory Compliance

    • Ensure full compliance with the Municipal Property Rates Act
    • Follow all relevant sections and valuation standards
    • Implement transparent objection and appeals processes

     TECHNICAL REQUIREMENTS

    • Develop valuation system compatible with municipal billing system
    • Use GIS tools, mapping systems, and valuation software
    • Provide detailed methodology for:
      • Data collection
      • Analysis
      • Reporting
    • Ensure audit readiness and monitoring processes

     SKILLS & QUALIFICATIONS REQUIRED

     Professional Requirements

    • Registered Professional Valuer or Professional Associated Valuer
    • Registration under Property Valuers Profession Act

     Experience

    • Proven experience in:
      • Municipal valuation rolls
      • Supplementary valuations
      • Property valuation across sectors
    • Experience with complex properties (e.g., mines, airports, etc.)

     Technical & Operational Skills

    • Strong knowledge of property valuation legislation
    • GIS and data analysis capability
    • Project management and planning skills
    • Ability to manage large-scale municipal projects

    • Financial stability (bank rating A–C)
    • Professional indemnity insurance
    • Public liability insurance
    • Qualified team with relevant expertise
