    Tender Overview

    The Free State Department of Public Works and Infrastructure invites suitably qualified Mechanical Engineering Consultants to submit an Expression of Interest (EOI) for the provision of Mechanical Engineering services for the construction of Morena Tshohisi Moloi II Primary School in Harrismith.

    The appointed consultant will provide professional mechanical engineering services from Stage 5 (Contract Administration and Inspection) through Stage 6 (Project Close-Out), ensuring that all mechanical works are completed in accordance with project specifications, applicable legislation, and engineering standards.

    Scope of Work

    The successful consultant will be responsible for:

    • Providing mechanical engineering services during the contract administration and inspection phase (Stage 5).
    • Managing mechanical engineering activities during the project close-out phase (Stage 6).
    • Conducting site inspections and monitoring construction progress.
    • Supervising mechanical installations and ensuring quality assurance.
    • Verifying compliance with engineering standards, project specifications, and statutory requirements.
    • Coordinating with contractors, project managers, and other consultants.
    • Preparing inspection reports, progress reports, and close-out documentation.
    • Supporting the final inspection, commissioning, handover, and project completion process.

    Minimum Requirements

    Interested consultants must have:

    • Registration with the Engineering Council of South Africa (ECSA) as a Professional Mechanical Engineer (PrEng).
    • Relevant qualifications in Mechanical Engineering.
    • Professional Indemnity Insurance with a minimum cover of R5 million.
    • Demonstrated experience on similar building or construction projects.
    • Financial capability supported by recent financial statements and cash flow information.

    Technical Requirements

    Bidders must provide:

    • Proof of valid ECSA registration as a Professional Mechanical Engineer (PrEng).
    • A detailed methodology aligned with the Framework for Infrastructure Delivery and Procurement Management (FIDPM).
    • A project-specific implementation methodology covering project delivery from contract administration through close-out.
    • Appointment letters, completion certificates, and reference letters for similar projects.
    • Detailed CVs of key personnel assigned to the project.
    • Proof of Professional Indemnity Insurance.
    • Financial capability documentation, including recent financial statements and cash flow.
    • Compliance with project timelines, deliverables, and quality standards as outlined in Gazette No. 52691 of 16 May 2025.

    Evaluation Criteria

    Submissions will be evaluated based on:

    • Relevant experience on similar construction projects.
