Tender Overview
The Free State Department of Public Works and Infrastructure invites suitably qualified Quantity Surveying Consultants to submit an Expression of Interest (EOI) for the provision of Quantity Surveying services for the construction of Morena Tshohisi Moloi II Primary School in Harrismith.
The successful consultant will provide professional quantity surveying services from Stage 5 (Construction) through Stage 6 (Project Close-Out), ensuring effective cost management, contractual administration, and successful financial completion of the project.
Scope of Work
The appointed consultant will be responsible for:
- Providing Quantity Surveying services during the construction and close-out phases.
- Managing project cost control and financial administration.
- Preparing and managing construction documentation.
- Administering procurement and contractual obligations.
- Conducting site inspections and monitoring project progress.
- Preparing progress payment certificates and financial reports.
- Compiling and finalising project accounts.
- Supporting project close-out and financial handover.
- Assisting with the successful completion of infrastructure including:
- Classrooms
- Media Centre
- Science Laboratories
- Administration Block
- Sports Facilities
- Associated infrastructure
Minimum Requirements
Interested consultants must have:
- Registration with the South African Council for the Quantity Surveying Profession (SACQSP) as a Professional Quantity Surveyor (PrQS).
- Professional Indemnity Insurance.
- Relevant company registration documents.
- Proven experience on at least four similar construction projects completed within the last seven years.
- Financial capacity supported by recent financial statements.
Technical Requirements
Bidders must provide:
- Valid SACQSP registration.
- A project-specific methodology aligned with the Framework for Infrastructure Delivery and Procurement Management (FIDPM).
- Appointment letters, completion certificates, and reference letters for similar projects.
- Detailed CVs of key personnel.
- A schedule of plant and equipment (where applicable).
- Professional indemnity insurance.
- Tax compliance documentation.
- Company registration documents.
- Evidence of financial stability and operating cash flow.
- Compliance with the prescribed professional fee structure for a project valued at approximately R36 million.
Evaluation Criteria
Submissions will be evaluated based on:

Required Skills and Competencies
The successful consultant should demonstrate:

- Knowledge of construction contracts, CIDB, and FIDPM requirements.
- Experience preparing bills of quantities, cost estimates, payment certificates, and final accounts.
- Excellent report writing and communication skills.
- Ability to coordinate effectively with project stakeholders.
- Strong organisational and project management abilities.
