    Tender Objective

    ACSA is seeking a suitably qualified contractor to provide Airfield Ground Lighting (AGL) maintenance field services at O.R. Tambo International Airport and Bram Fischer International Airport for five years.

    The objective is to maintain the safety, reliability, availability and serviceability of airfield lighting and associated infrastructure while complying with applicable aviation, electrical, occupational health and safety requirements.

    Scope of Work

    The successful contractor will provide comprehensive maintenance services, including:

    Preventive Maintenance

    • Scheduled cleaning of airfield lighting equipment.
    • Photometric testing.
    • Torque checks and alignment.
    • Gasket replacement.
    • Inspection of isolation transformers.
    • Inspection and maintenance of primary and secondary cabling.
    • Maintenance in accordance with OEM and ICAO requirements.

    Ad-Hoc and Call-Out Maintenance

    • Responding to airfield lighting breakdowns.
    • Fault finding and repairs.
    • Secondary cable replacement.
    • Slot cutting.
    • Resin applications.
    • Other corrective maintenance outside scheduled maintenance windows.

    Spare Parts Management

    • Maintaining a critical spares inventory.
    • Supplying additional spare parts where required.
    • Procurement of additional items through the agreed cost-plus mark-up arrangement.

    Operational Coordination

    • Conducting work within approved runway and taxiway closure periods.
    • Coordinating activities with Air Traffic Services and Fire and Rescue departments.
    • Preparing detailed maintenance reports.
    • Providing photographic evidence of completed work.

    Technical and Safety Requirements

    The contractor must comply with:

    • Occupational Health and Safety Act, 1993 (Act 85 of 1993)
    • ICAO Annex 14
    • SACAA Civil Aviation Regulations (CARs) 139
    • Applicable OEM requirements and national safety legislation.

    All tools, plant and materials must be fit for purpose, properly calibrated and compliant with applicable requirements.

    Airside Access Requirements

    Personnel and vehicles working airside must have the necessary permits and authorisations, including applicable:

    • AVOP permits
    • AIT permits
    • PARTAC permits
    • Hot Works permits
    • Communication device permits

    Personnel will also be subject to requirements such as:

    • Background checks.
    • Substance abuse testing.
    • Airside induction.
    • Appropriate PPE.
    • Radio telephony training.

    Performance Requirements

    The contractor must meet specified response and maintenance targets, including:

    • Breakdown response: Within 60 minutes during normal hours.
    • After-hours response: Within 90 minutes.
    • Breakdown resolution: Approximately 2–3 hours, subject to the applicable fault.
    • Standby diesel generator availability: More than 99.5%.
    • Preventive maintenance completion: 100% annually.

    Failure to meet applicable performance requirements may result in service damages or other contractual consequences.

    Skills and Staffing Requirements

    The contractor must provide a suitably qualified and locally resident workforce with relevant AGL experience.

    Required personnel may include:

    • Electricians
    • Electrical Technicians
    • Technical Assistants
    • Civil Technicians
    • OEM Engineers
    • Additional specialist resources for complex breakdowns

    Personnel must demonstrate competency in:

    • AGL maintenance.
    • Cable laying.
    • Resin application.
    • Installation of inset and elevated light fittings.
    • Hot work procedures.
    • Airside operations and safety.

    The tender documentation specifies that foreign nationals are excluded from employment under this contract.

    Supervision and Reporting

    • Designated Section 16(2) appointed persons must supervise daily operations.
    • Senior personnel must remain immediately reachable.
    • Monthly maintenance rosters must be submitted to the Service Manager.
    • ACSA may audit staff qualifications and competency.
    • Unqualified personnel may be removed from the contract.
    • Subcontracting requires prior written approval.
    • The main contractor remains fully responsible for subcontracted work.

    Environmental Requirements

    The contractor must implement appropriate environmental controls, including:

    • Pollution prevention.
    • Immediate reporting of spills.
    • Controlled disposal of waste.
    • Minimisation of noise and dust.
    • Compliance with applicable environmental and airport requirements.

    Non-compliance may result in contractual penalties.

    Contractual Framework

    The contract will be governed by the NEC3 Term Service Contract, Main Option A.

    The framework includes:

    • Price adjustments after 12 months.
    • Early warning procedures.
    • Compensation events.
    • Performance-based service requirements.
    • Defined task-order procedures.

    Important Contract Terms

    NEC3 Term Service Contract: A project and maintenance contract framework that provides structured procedures for managing risks, early warnings, compensation events and service delivery.

    Service Damages: Financial penalties that may apply when the contractor fails to meet specified service levels, safety requirements or environmental obligations.

    Defect-Free Liability Period: A specified period during which the contractor remains responsible for correcting failures attributable to its workmanship.

    Task Orders (X19): Formal instructions issued by the Service Manager for specific tasks to be performed during the contract, with pricing handled according to the agreed contractual mechanisms.
