Tender Overview
Ngwathe Local Municipality invites experienced service providers to submit bids for the installation of a telemetry system at the Heilbron reservoirs and steel tank. The project aims to improve water infrastructure management through real-time monitoring, automated data collection, early warning systems, and integration with the municipal SCADA system.
Project Objectives
The successful bidder will be required to:
- Install an accurate telemetry system for water reservoirs and storage tanks.
- Enable real-time monitoring of water levels.
- Provide automated alarms for critical operational conditions.
- Improve water balancing and demand management.
- Reduce manual meter readings.
- Improve asset protection and operational decision-making.
- Support water conservation initiatives and reduce non-revenue water.
- Provide reliable operational data for compliance and performance reporting.
Scope of Work
The appointed contractor will be responsible for:
Supply and Installation
- Supply all required materials, equipment, labour, and plant.
- Install telemetry units, sensors, and SCADA equipment.
- Install bulk water meters and isolation valves.
- Conduct pressure testing and leak detection.
- Verify correct flow direction.
Civil Works
- Construct chambers and concrete plinths.
- Build secure enclosures for telemetry equipment.
- Construct chambers for valves and water meters.
Electrical and Instrumentation
- Install RTUs (Remote Terminal Units) and PLCs.
- Install telemetry panels and kiosks.
- Install solar power systems and battery backup.
- Install electrical cables, surge protection, and earthing systems.
SCADA Integration
- Configure communication between field equipment and the municipal SCADA system or secure cloud-based dashboard.
- Configure alarms and monitoring functions.
- Integrate operational data into the municipality’s monitoring platform.
Commissioning and Handover
- Test and commission the complete system.
- Provide as-built drawings and operating manuals.
- Supply warranties.
- Train municipal personnel on system operation and maintenance.
Community Participation
- Employ local labour where applicable.
- Provide skills development and on-site training.
- Supply protective clothing for local workers.
- Support community liaison throughout the project.
Technical Requirements
Bidders must provide systems that include:
- Telemetry units for elevated reservoirs and tanks.
- Pressure sensors.
- Flow sensors.
- Water level transmitters.
- Mounting brackets and communication cables.
- RTUs and PLC controllers.
- Solar panels and battery systems.
- Telemetry communication equipment.
- Surge protection and earthing.
- SCADA integration and cloud monitoring capabilities.
All work must comply with:
- SANS 1200
- SANS 1921
- Occupational Health and Safety Act
- Applicable municipal and engineering standards.
Minimum Requirements
Interested bidders should demonstrate:
- Proven experience in telemetry system installations.
- Experience with bulk water meter installations.
- Experience implementing SCADA systems.
- Completion certificates and client reference letters for similar projects.
- Qualified technical personnel, including:
- Contracts Manager
- Site Agent
- Safety Officer
- Qualified artisans
- Relevant engineering qualifications (such as BSc or BTech in Civil or Electrical Engineering) where applicable.
- At least five years of relevant project experience for key personnel.
