Tender Objective
CENTLEC SOC LTD seeks to procure a robust and reliable industrial shredding system capable of securely destroying end-of-life electrical prepaid meters. The system must reduce complete meters into irregular, non-reusable fragments suitable for recycling, sorting or compliant disposal while minimising downtime, heat generation, dust and safety risks.
Scope of Work
The successful bidder will be responsible for the design, supply, delivery, installation and commissioning of a complete heavy-duty shredding solution, including:
- Main shredder/crusher unit.
- Infeed hopper.
- Drive system.
- Control panel.
- Safety guarding.
- Discharge system.
- Emergency stop systems.
- Spare parts.
- Technical manuals.
- Commissioning documentation.
- Comprehensive operator training.
- Ongoing technical support.
The supplier will be responsible for ensuring that the system meets the required security destruction standards and site-specific operational requirements.
Technical Requirements
- Heavy-duty dual-shaft industrial shredder or e-waste crusher.
- Low-speed, high-torque primary size reduction.
- Suitable for mixed electronic waste, including plastics, PCBs, copper coils, wiring, screws, terminals and light ferrous components.
- Minimum 22 kW total installed power, with a preferred range of 22–75 kW.
- Three-phase electrical supply, typically 380/400 V, 50 Hz.
- Cutting chamber of approximately 600 mm × 450 mm minimum.
- Two counter-rotating shafts with intermeshing cutters, spacers, scrapers and cleaning fingers.
- Operating speed of approximately 10–35 rpm.
- Cutters manufactured from suitable wear-resistant materials such as heat-treated alloy steel or hardened tool steel.
- Minimum guaranteed throughput of 300 kg/hour.
- Target fragment size of 20–80 mm.
- PLC-based control system with automated start/stop, forward/reverse operation, current monitoring and overload protection.
- Automatic reversal capability during torque or current spikes.
- Fault indication and lockable isolator.
- Mandatory emergency stops and guarding of rotating components.
- Heavy-duty welded steel frame and reinforced hopper.
- Anti-vibration mounting and sealed bearings.
- Dust extraction connections and enclosed discharge chutes.
- Minimum two-year comprehensive warranty covering maintenance and repairs after commissioning at no additional cost.
Skills & Supplier Requirements
Bidders must demonstrate:
- Proven engineering and project management capabilities.
- Experience in industrial machinery design, installation and commissioning.
- Experience with e-waste processing solutions.
- Compliance with applicable South African occupational health, safety and environmental standards.
- Ability to provide accredited operator training covering safe operation, routine inspections and basic maintenance.
- Formal operator certification upon successful completion of training.
