    JOB OVERVIEW 

    • Job Title: Chief Financial Officer (CFO)

    • Employment Type: Full-Time (Senior Management Service – Permanent)

    Responsibilities:

    The Chief Financial Officer (CFO) will serve as a strategic financial advisor to the Head of Department and Executive Authority. Key responsibilities include:

    • Strategically directing and controlling the department’s finances
    • Providing sound financial management and ensuring compliance with all financial legislation and regulations (PFMA, PSA, PSR, Treasury Regulations, etc.)
    • Managing the departmental budget effectively and efficiently
    • Providing input and responses to parliamentary enquiries and portfolio committees
    • Facilitating audits by the Auditor-General of South Africa (AGSA)
    • Developing, implementing, and maintaining internal control systems
    • Ensuring compliance with policies, procedures, contracts, and legislative frameworks
    • Safeguarding departmental assets and ensuring the integrity of financial information
    • Driving strategic planning and execution of the Department’s financial business plans
    • Leading and managing the Chief Directorate, including supply chain and financial management functions
    • Conducting strategic reporting, corrective action planning, and risk management initiatives

    Qualifications:

    • A relevant bachelor’s degree or equivalent qualification (NQF Level 7) as recognized by SAQA
    • A minimum of 5 years’ experience at Senior Management Service (SMS) level
    • Completion of the Senior Management Pre-entry Programme (Nyukela Certificate) as endorsed by the National School of Government is compulsory
    • Extensive knowledge of financial and public service legislation and frameworks, including:
      • PFMA, PSA, PSR, PPPFA, GRAP, LRA, BCEA, and Treasury Regulations
      • National Treasury’s Minimum Competency Skills (MCS)

    • Budgeting and budgetary control

    Note: Shortlisted candidates will be required to undergo a pre-entry competency assessment and may be expected to deliver practical presentations during the interview process.

    Salary & Benefits:

    • Annual Salary: R1 436 022 (Level 14), all-inclusive package
    • Package includes:
      • Basic salary
      • Government’s contribution to the Government Employee Pension Fund
      • Flexible portion (may include a 13th cheque and car allowance)
