    Job Description

    The Vaal-Orange Catchment Management Agency is seeking three qualified Scientists to join its Water Resource Planning and Management division.

    The successful candidates will contribute to strategic water resource planning, with a particular focus on water quality management, water resource protection and integrated water quality planning. The role involves scientific assessments, water-use authorisation processes, data analysis, project management and implementation of the National Water Act and related legislation.

    Key Responsibilities

    • Conduct assessments to identify data and information gaps for water quality planning.
    • Develop and maintain integrated water quality planning solutions.
    • Conduct forward planning using predictive modelling tools and other scientific methods.
    • Implement the National Water Act with a focus on water resource classification and resource quality objectives.
    • Review and recommend scientific projects.
    • Provide scientific input into water-use licence applications relating to:
      • Mining
      • Industry
      • Municipalities
      • Urban development
      • Agriculture
    • Process water-use licence applications.
    • Conduct site inspections and attend stakeholder meetings.
    • Promote surface and groundwater protection through water-use authorisation processes.
    • Implement the Department of Water and Sanitation’s functions relating to water resource protection and management.
    • Manage the waste discharge charge system.
    • Manage surface-water data.
    • Assist with drafting specific water quality licence conditions.
    • Collect, interpret and analyse surface-water data.
    • Monitor surface-water resources.
    • Participate in strategic water resource planning and management initiatives.

    Minimum Requirements

    Applicants must have:

    • A BSc Honours degree in Chemistry, Biochemistry or Microbiology, or a relevant qualification.
    • At least three years’ post-qualification experience.
    • Compulsory registration with SACNASP as a Professional Natural Scientist.
    • A valid, unexpired driver’s licence.

    Required Knowledge and Skills

    Candidates should have sound knowledge of:

    • Integrated water resource management.
    • Water resource protection.
    • Water resource classification systems and their application.
    • Water quality management.
    • Project management.
    • The National Water Act and principles relating to the protection, development, use, control and management of water resources.
    • Relevant water-sector legislation, including:
      • National Water Act (NWA)
      • Conservation of Agricultural Resources Act (CARA)
      • National Environmental Management Act (NEMA)
      • Mineral and Petroleum Resources Development Act (MPRDA)
    • Relevant policies, regulations, guidelines, tools and procedures.
    • Policy development, implementation and monitoring.

    Salary

    R791 604 – R1 144 008 per annum, inclusive of an OSD salary package.

    The final salary offer will be determined according to the candidate’s proven years of relevant experience.
