Job Overview
The Department of Health is seeking two Sub-District Managers to oversee Emergency Medical Services (EMS) operations within the Fezile Dabi District.
The successful candidates will be responsible for managing pre-hospital emergency care services, EMS personnel, emergency vehicles and equipment, budgets, operational planning, quality control and compliance with EMS policies and legislation.
Minimum Requirements
- Grade 12 / National Senior Certificate / National Certificate at NQF Level 4.
- Successful completion of the Critical Care Assistant (CCA) programme allowing registration with the HPCSA as a Paramedic or Emergency Care Technician (ECT).
- Valid Code 10 driver’s licence with PrDP.
- Computer literacy.
- At least 3 years’ experience after registration with the HPCSA as a Paramedic (CCA).
- Current HPCSA registration for 2026/2027.

Main Responsibilities
EMS Operations
- Ensure the provision of effective pre-hospital emergency care services.
- Manage the sub-district’s EMS operations efficiently and cost-effectively.
- Implement incident management procedures.
- Manage search-and-rescue operations during major incidents.
- Prepare situational reports on incidents within the sub-district.
- Implement operational plans.
- Ensure stations meet required response and turnaround times.
Fleet & Equipment Management
- Manage emergency vehicle fleets.
- Monitor the use of emergency vehicles and equipment.
- Ensure vehicles are serviced and maintained regularly.
- Inspect vehicle roadworthiness and equipment status.
- Ensure adequate stock and medical supplies are available on EMS vehicles.
- Ensure vehicles are properly disinfected.
- Investigate accidents and submit required reports.
- Investigate cases involving fuel-card fraud.
- Provide input into emergency vehicle design.
- Monitor fleet-related documentation and administration.
Human Resource Management
- Manage human resources across EMS stations in the sub-district.
- Evaluate personnel performance.
- Manage staff deployment.
- Manage leave arrangements.
- Develop and manage shift rosters.
- Ensure personnel maintain valid professional registration.
- Maintain in-service training programmes.
- Conduct disciplinary investigations when required.
Financial Management
- Manage sub-district budgets.
- Monitor and track expenditure.
- Ensure cost-effective use of resources.
- Monitor financial administration and reporting.
Quality & Clinical Governance
- Monitor and report on quality control.
- Investigate patient complaints.
- Track clinical outcomes.
- Ensure compliance with clinical protocols.
- Ensure compliance with the National Health Act and applicable EMS requirements.
- Monitor administrative standards and procedures.
Disaster & Stakeholder Management
- Develop and monitor disaster-management policies.
- Coordinate medical services for local mass-gathering events.
- Collaborate with hospitals, clinics and other government authorities.
- Strengthen coordination of emergency medical services across the district.
