The Free State Provincial Treasury plays a central role in ensuring sound financial management and effective resource allocation across government departments and municipalities within the province. As a custodian of public finances, the Treasury provides strategic leadership and oversight in financial governance, procurement practices, and compliance to legislative frameworks. Responsibilities:

Oversee the review and analysis of municipal supply chain management (SCM) policies
-
Monitor and ensure compliance with the MFMA, SCM frameworks, and related regulations
-
Provide technical support and guidance on SCM processes and regulatory compliance
-
Review and report on contract management, irregular expenditure, and SCM committee performance
-
Support and monitor procurement plans and ensure their proper implementation
-
Guide the structuring and operation of SCM committees in municipalities
-
Implement SCM reforms and perform oversight functions within delegated municipalities
-
Assist in setting standards and frameworks in alignment with National/Provincial Treasury regulations

Identify capacity gaps, offer technical support, and contribute to SCM training initiatives
-
Manage resources within the Sub-directorate for optimal efficiency and effectiveness
Qualifications:
-
Relevant degree in one of the following fields:
-
Supply Chain Management
-
Retail Business Management
-
Accounting
-
Public Finance
-
Public Administration
-
Economics
-
Business Administration
-
-
Minimum 5 years’ experience in a supply chain management environment
-
At least 3 years at junior management/Assistant Director level
-
Knowledge of applicable legislation and frameworks (MFMA, PFMA, PPPFA, BBBEE Act, SCM Regulations, etc.)

Computer literacy and a valid driver’s license
