    Job Purpose

    The Human Resource Officer (PERSAL) is responsible for supporting and maintaining personnel administration processes through the Personnel and Salary Administration System (PERSAL). The position focuses on ensuring accurate personnel records, system administration, user support, compliance with HR policies and Treasury Regulations, data management, reporting, training coordination, and administrative support related to PERSAL operations.

    The successful candidate will assist in maintaining the integrity of employee information and ensuring efficient personnel administration throughout the department.

    Minimum Requirements

    Educational Requirements

    • Grade 12 (Matric) or equivalent qualification at NQF Level 4 recognized by South African Qualifications Authority (SAQA).

    Knowledge Requirements

    Key Duties and Responsibilities

    1. PERSAL System Administration

    • Assist in managing PERSAL status reports.
    • Monitor and process exceptional reports.
    • Handle circulars and practice notes related to PERSAL.
    • Manage monitoring letters and system-generated IDs.
    • Track work permit expiry dates according to prescribed guidelines.
    • Assist with clearing suspense files.
    • Support the handling of SCC-related matters.
    • Assist with system resets and functionality issues for users.
    • Register PERSAL login usernames and IP addresses.
    • Facilitate access for new PERSAL users.
    • Restrict system access according to Treasury Regulations and departmental requirements.
    • Provide PERSAL-related information and support upon request.

    2. Personnel Information Management

    • Maintain and update employee information on PERSAL.
    • Verify personnel details for accuracy.
    • Capture, correct, and update employee records.
    • Process personnel-related transactions and amendments.
    • Capture inputs received from institutions and operational units.
    • Ensure compliance with National Minimum Information Requirements (NMIR).

    3. Reporting and Record Management

    • Maintain PERSAL-related registers and databases.
    • Compile and update statistical information.
    • Generate routine reports.
    • Ensure proper record keeping and document control.
    • Prepare monthly reports.
    • Maintain accurate personnel records and documentation.

    4. Administrative Support

    • Record, organize, store, capture, and retrieve correspondence and data.
    • Handle routine enquiries from employees and stakeholders.
    • Manage incoming and outgoing correspondence.
    • Make photocopies and prepare documentation.
    • Distribute documents and packages to relevant stakeholders.
    • Maintain filing systems for the HR component.
    • Keep accurate incoming and outgoing document registers.

    5. Training Administration

    • Update and maintain the PERSAL Training Database (TMS System).
    • Assist in coordinating PERSAL training programmes.
    • Maintain training records and supporting documentation.
    • Monitor training attendance and reporting requirements.
