     Salary Package

    • R1 494 900 per annum (all-inclusive package)

    Package Structure:

    • 70% Basic Salary
    • 30% Flexible portion, which may include:
      • 13th cheque
      • Motor car allowance
      • Housing allowance
      • Medical aid assistance
    • Employer pension contribution (approx. 13%)

     Job Purpose

    To lead and manage the provincial roads infrastructure programme, ensuring effective planning, construction, maintenance, and development of road networks to improve mobility, safety, and economic growth.

     Minimum Requirements

    • NQF Level 7 qualification (Degree in Civil/Structural Engineering or related field)
    • Registration with a professional body such as:
      • Engineering Council of South Africa
      • South African Council for the Project and Construction Management Professions
      • South African Council for Quantity Surveying Professions
    • Minimum 5 years’ senior management experience in transport or infrastructure
    • Nyukela (SMS Pre-Entry Certificate) – mandatory
    • Valid driver’s licence

    • COTO standards for road and bridge works

    • Expanded Public Works Programme (EPWP)
    • Infrastructure planning and costing systems

     Key Responsibilities

    1. Strategic Planning & Leadership

    • Develop and implement Provincial Roads Infrastructure Plans
    • Align departmental goals with national and provincial strategies

    2. Infrastructure Management

    • Oversee road and bridge construction and maintenance
    • Ensure quality control and material standards
    • Manage upgrades of safety-critical infrastructure

    3. Project & Programme Oversight

    • Lead major road construction projects
    • Support municipalities with technical expertise
    • Oversee contractor development programmes

    4. Policy & Governance

    • Develop policies to support socio-economic growth
    • Ensure compliance with legislation and governance frameworks
    • Manage performance planning and reporting

    5. Resource Management

    • Manage human, financial, and asset resources
    • Lead and develop engineering and technical teams

    6. Technical & Operational Oversight

    • Oversee road design (geometric and structural)
    • Manage traffic engineering and road safety
    • Ensure proper planning for future road networks
    • Oversee abnormal permit office and wayleave approvals
