Salary Package
- R1 494 900 per annum (all-inclusive)
Package Structure:
- 70% Basic Salary
- 30% Flexible portion, including:

Job Purpose
To provide strategic leadership and oversight of policing and safety services in the province, ensuring accountability, compliance, and improved service delivery within the policing sector.
Minimum Requirements
- NQF Level 7 qualification (Bachelor’s Degree in):
- Public Management
- Social Sciences
- Developmental Studies or equivalent
- Minimum 5 years’ senior management experience
- Nyukela (SMS Pre-Entry Certificate) – mandatory
- Valid driver’s licence

Key Responsibilities
1. Strategic Leadership
- Provide direction for civilian oversight of policing
- Align departmental goals with national and provincial policies
2. Monitoring & Evaluation
- Oversee monitoring of police service delivery across the province
- Evaluate performance of policing programmes
- Ensure SAPS compliance with legislation and policies
3. Policy & Research
- Lead research, analysis, and policy development
- Provide insights on policing performance and improvements
4. Stakeholder & Community Engagement
- Build relationships with:
- Civil society
- Government departments
- South African Police Service
- Represent the Secretariat in Justice, Crime Prevention & Security Cluster
5. Complaints & Oversight
- Address complaints against police services
- Monitor compliance with laws such as the Domestic Violence Act
- Oversee disciplinary and civil claims processes
6. Resource & Programme Management
- Manage human, financial, and operational resources
- Develop and implement strategies and programmes
- Ensure effective governance and reporting
