Job Overview
The Department of Economic, Small Business Development, Tourism and Environmental Affairs is inviting applications for the position of Assistant Director: Logistics in Bloemfontein.
The successful candidate will be responsible for coordinating logistics and supply chain activities, including procurement requisitions, goods and services orders, stock control, inventory management, disposal of obsolete or redundant stock, asset management and the safeguarding of supply chain documentation.
The position also involves supervising employees and ensuring that logistics and disposal management services are delivered efficiently and in accordance with relevant government policies and regulations.
Minimum Requirements
Applicants must have:
- An appropriate Degree at NQF Level 7 in:
- Supply Chain Management; or
- Logistics Management.
- At least 3 years’ relevant logistics management experience at supervisory level.
- Knowledge of the Public Finance Management Act (PFMA).
- Knowledge of the Supply Chain Management (SCM) Regulatory Framework.
- Knowledge of all relevant legislation, policies and prescripts governing procurement in the Public Service.
- Computer literacy.
- A valid driver’s licence.
Key Responsibilities
Procurement and Requisitions
- Coordinate and review the processing of requisitions for goods and services.
- Receive and process requisitions.
- Coordinate the placement of orders for goods and services.
- Place service orders where required.
- Order and acquire goods that are not store items or are unavailable in stock.
Safekeeping and Distribution of Goods
- Coordinate the receipt and checking of goods.
- Capture goods on the relevant procurement system.
- Return damaged, incorrect or substandard goods.
- Issue goods as required.
- Prepare and collate payment documentation.
Stock and Inventory Control
- Continuously monitor inventory levels.
- Coordinate stock-taking activities according to the approved stock-taking plan.
- Compare physical stock counts against official records.
- Identify outdated, unserviceable, redundant and obsolete stock.
Disposal of Stock
- Coordinate the disposal of identified stock inventory.
- Prepare stock for disposal.
- Develop proposals regarding appropriate disposal methods.
- Present disposal proposals to the Disposal Committee for consideration and approval.
Supervision and Administration
- Supervise employees to ensure effective logistics and disposal management.
- Allocate duties and perform quality control on work delivered by employees.
- Provide guidance and leadership to supervisees.
- Manage employee performance, conduct and discipline.
- Ensure employees receive appropriate training and development.
- Develop, implement and monitor work systems and processes.
- Perform required financial and Human Resources administration.
- Ensure that logistics functions are delivered efficiently and effectively.
Asset and Documentation Management
- Manage departmental assets.
- Ensure the control and safeguarding of supply chain documentation.
- Maintain proper records relating to logistics, procurement, stock and disposal activities.
