    Tender Overview

    The Free State Department of Public Works and Infrastructure invites suitably qualified Construction Health and Safety Consultants to submit an Expression of Interest (EOI) for the provision of Construction Health and Safety Services for the Morena Tshohisi Moloi II Primary School project in Harrismith.

    The appointed consultant will provide professional health and safety services from Stage 5 (Construction Documentation and Management) through to Stage 6 (Project Close Out), ensuring full compliance with construction health and safety legislation and industry best practices.

    Scope of Work

    The successful consultant will be responsible for:

    • Providing Construction Health and Safety services during Stages 5 and 6 of the project.
    • Developing and implementing Health and Safety Management Plans.
    • Conducting regular site inspections and safety audits.
    • Monitoring contractor compliance with health and safety legislation.
    • Preparing and maintaining:
      • Health and Safety Files
      • Risk Assessments
      • Safety Reports
      • Compliance Documentation
    • Coordinating with project stakeholders on all health and safety matters.
    • Finalising health and safety documentation for project handover and close-out.

    Minimum Requirements

    Interested consultants must have:

    • Registration with the South African Council for the Project and Construction Management Professions (SACPCMP) as a Professional Construction Health and Safety Agent (PrCHSA).
    • A relevant Built Environment qualification (NQF Level 7 or higher).
    • Professional Indemnity Insurance with a minimum cover of R10 million.
    • Demonstrated experience managing health and safety on similar construction projects completed within the past 7 years.
    • Proof of financial capability, including:
      • Cash flow for at least three months.
      • Recent financial statements.

    Technical Requirements

    Bidders must provide:

    • Proof of SACPCMP registration.
    • A detailed methodology aligned with the Framework for Infrastructure Delivery and Procurement Management (FIDPM) covering project implementation from Stage 5 through Stage 6.
    • Appointment letters, completion certificates, and reference letters for similar projects.
    • Detailed CVs of proposed professional team members.
    • Contactable client references.
    • Evidence of capacity to perform the required services.
    • Compliance with all applicable construction health and safety legislation and standards.
