Tender Description
SANParks is seeking to appoint a qualified plumbing service provider to provide plumbing maintenance, installation and finishing services at Golden Gate Highlands National Park in Clarens, Free State.
The appointed service provider will be responsible for carrying out plumbing and associated building-finishing work, including the installation and testing of water and drainage systems, masonry alterations, plastering and painting.
Scope of Work
The successful service provider will be expected to undertake the following:
- Wall alterations: Cut and break approximately 20 m² of existing brickwork to create access routes for internal plumbing pipes.
- Internal plastering: Apply cement plaster and repair cracks or defects resulting from masonry work over approximately 25 m².
- Drainage systems: Install 40 mm and 50 mm uPVC pipes, including required adaptors, reducers and bends.
- Water supply systems: Install 15 mm, 22 mm and 28 mm Class 2 copper pipes and associated cobra capillary and compression fittings.
- System testing: Conduct pressure and functional testing of waste and water pipe networks.
- Finishing and painting: Prepare floated plaster surfaces, apply one coat of approved primer and two coats of white paint over approximately 20 m².
Technical Requirements
Bidders must demonstrate the ability to:
- Install and repair copper and uPVC plumbing systems.
- Perform plumbing work in residential and institutional facilities.
- Carry out masonry cutting and plastering.
- Prepare surfaces and perform painting work.
- Conduct pressure testing and leak detection.
- Commission water and drainage systems.
- Comply with applicable health, safety and environmental requirements.
- Comply with public-sector supply chain management requirements.
- Provide verifiable reference letters demonstrating previous plumbing or equivalent infrastructure experience.
All materials must comply with the specifications contained in the tender, including the specified grades of copper, uPVC components, primers and finishing products.
Required Documentation
Bidders are required to submit the relevant documentation, including:
- Fully completed Standard Bidding Documents (SBDs).
- Proof of Central Supplier Database (CSD) registration.
- SARS tax compliance status.
- B-BBEE verification certificate or sworn affidavit.
- Verifiable reference letters for relevant previous work.
- Any other documentation specified in the official tender documents.
Evaluation Criteria
The tender will be evaluated using the 80/20 preference point system.
A bidder must achieve a minimum functionality score of 60% to proceed to the price evaluation stage.
Payment & Contract
- Successful bidders will be required to execute the prescribed SBD 7 contract.
- Invoices will be paid within 30 days of receipt, subject to the applicable requirements.
- The successful service provider must comply with SANParks’ procurement, contractual, health and safety requirements.
