Job Description
The role is responsible for overseeing and executing HR administrative functions, including employee appointments, service benefits, and terminations.
It also includes supervising staff, managing HR systems like PERSAL, and ensuring efficient HR service delivery in line with government policies.
Key Responsibilities
Human Resource Administration

Implement and maintain HR administration practices
-
Handle HR provisioning processes (appointments, transfers, probation)
-
Administer service benefits (leave, housing, overtime, etc.)
-
Manage service terminations and related processes
Systems & Reporting
-
Capture and approve HR transactions on PERSAL
-
Prepare HR reports and statistics
-
Maintain accurate HR records and data
Supervision & Support
-
Supervise HR staff and ensure quality of work
-
Allocate tasks and support personnel development
-
Handle HR administration enquiries
Compliance & Processes
-
Ensure adherence to public service legislation and policies
-
Manage submissions and approvals
-
Maintain proper registry and record-keeping systems
Minimum Requirements
-
National Diploma (NQF Level 6) in:
-
Human Resource Management / Public Administration / Public Management
-
Or equivalent qualification (recognized by SAQA)
-

Valid driver’s license
-
3–5 years’ experience in Human Resource Administration
Knowledge Required

PERSAL system (including training in: Service Conditions, HR Provisioning, Service Termination)

Public service legislative framework

Registry duties and data capturing

Storage and retrieval procedures

HR administration processes
