Job Purpose
To manage the sub-directorate of Contract Management within Supply Chain Management (SCM), ensuring that contracts are properly administered, monitored, and executed according to legislation and departmental policies.
In short:
You will oversee contracts from start to finish, ensuring compliance, resolving disputes, and managing the team responsible for contract administration.
Key Responsibilities
Contract Administration
- Develop, review, and implement contract administration processes
- Monitor, report, and execute contract amendments, adjustments, variations, and addenda
- Evaluate applications for price adjustments, variations, amendments, or cancellations
- Implement penalty clauses and resolve disputes
Team & Sub-Directorate Management
- Manage the functional operations of the sub-directorate
- Plan, allocate, and oversee work for employees
- Maintain discipline, performance, and development of team members
- Quality control of work delivered by employees
Compliance & Monitoring
- Monitor contract compliance to ensure delivery of goods/services:
- Right time, quantity, quality, place, and price
- Coordinate administrative functions for financial and HR matters
Stakeholder Relations
- Maintain ethical relationships with suppliers
- Serve on transversal task teams as required
- Report progress to senior management
Operational & Administrative Duties
- Develop and manage the operational plan of the sub-directorate
- Ensure proper control of work processes
- Compile and submit required administrative reports
- Oversee procurement and asset management for the sub-directorate
Minimum Requirements
Qualifications
- Relevant tertiary qualification at NQF Level 7 in one of:
- Finance / Commerce / Accounting
- Supply Chain Management
- Law
- Public Management / Administration
Experience
- Minimum 3 years of related contract management experience at supervisory or management level
Knowledge
- PFMA, Treasury Regulations, and supply chain management legislation
- Financial norms and standards
- Computer literacy
- Good communication and management skills
