Job Description
The successful candidate will oversee property-related financial transactions and expenditure within the region. The role includes supervising payment processes, maintaining accurate financial records, managing budgets, monitoring assets, and ensuring compliance with the Public Finance Management Act (PFMA), Treasury Regulations, and departmental policies.
The position also involves supervising staff, engaging with municipalities and other stakeholders, and implementing strategies to improve financial management and audit outcomes.
Key Responsibilities
- Supervise the payment of:
- Municipal accounts
- Rates and taxes
- Lease rentals
- Other property-related expenses
- Implement long-term strategies to reduce municipal service expenditure.
- Ensure effective management of property expenditure.
- Minimise fruitless, wasteful, irregular, and unauthorised expenditure.
- Assist with the compilation and management of the sub-directorate’s budget.
- Maintain an accurate asset register for all state-owned properties.
- Record and monitor all property financial transactions on the Property Management Information System (PMIS).
- Implement strategies to improve audit outcomes.
- Supervise staff and manage employee performance in accordance with the Performance Management System.
- Liaise with municipalities, landlords, government departments, and private stakeholders.
- Prepare financial reports and management reports.
Minimum Requirements
Applicants must have:
- A three-year tertiary qualification (NQF Level 6/National Diploma) in one of the following:
- Economics
- Finance Management
- Accounting
- Internal Auditing
- Real Estate
- Business Management
- Or an equivalent qualification
- A valid South African driver’s licence.
- Relevant supervisory experience.
- Experience in the payment of:
- Municipal accounts
- Rates and taxes
- Computer literacy.
- Knowledge of:
- Public Finance Management Act (PFMA)
- Treasury Regulations
- Relevant financial legislation
- Knowledge of financial and payment systems (advantageous).
