    Job Description

    The successful candidates will be responsible for supporting and monitoring municipal accounting and asset management practices, promoting compliance with relevant financial management legislation and accounting standards, and contributing to improved financial reporting and audit outcomes across municipalities.

    The role will focus on promoting compliance with Generally Recognized Accounting Practice (GRAP), monitoring the quality and timely submission of annual financial statements, supporting municipalities with internal controls and financial management reforms, and managing the resources of the Subdirectorate to ensure effective and efficient operations.

    Responsibilities

    • Promote adherence to Generally Recognized Accounting Practice (GRAP) standards.
    • Promote the timely submission of credible financial statements.
    • Report on municipal compliance with National and Provincial Treasury reforms.
    • Report on the readiness of municipalities to compile Annual Financial Statements (AFS).
    • Review and report on the quality of Annual Financial Statements submitted by municipalities.
    • Promote improvements in municipal audit outcomes.
    • Provide support and monitor internal controls within municipalities.
    • Report on the assessed Financial Management Capability Maturity Model (FMCMM).
    • Monitor the e-Monitor Portal and submitted 5 Key Controls.
    • Support and monitor compliance with accounting and asset management requirements.
    • Manage the resources of the Subdirectorate to ensure effective and efficient operations.

    Requirements

    • An appropriate degree or Advanced Diploma at NQF Level 7, majoring in Financial Accounting.
    • At least five years’ experience in an accounting environment.
    • Of the required experience, at least three years must have been at Assistant Director or supervisory level.
    • Knowledge of the following legislation, regulations and frameworks:
      • Municipal Finance Management Act (MFMA).
      • Public Finance Management Act (PFMA).
      • Municipal Structures Act (MSA).
      • Division of Revenue Act (DORA).
      • Treasury Regulations.
      • Municipal Standard Chart of Accounts (mSCOA).
      • Other relevant local government legislation.
    • Computer literacy.
    • Valid driver’s licence.
