The role is critical in shaping HR policies, ensuring accurate HR data management, and providing strategic HR support to enhance organisational efficiency.

Responsibilities:

Develop, implement, and maintain HR provisioning policies and strategies.

Oversee recruitment, selection, transfers, promotions, terminations, and staff establishment processes.

Authorise and quality-assure PERSAL transactions and ensure system efficiency.

Manage employee benefits, compensation framework, leave reconciliation, housing, resettlement, and PILIR administration.

Oversee HR records management in line with the National Archives Act.

Provide expert guidance during interviews and manage employment screening processes.

Ensure compliance with recruitment approvals, competency assessments, and reference checks.

Develop and monitor employee exit (termination) systems and prepare exit reports.

Prepare departmental responses to audit queries related to HR provisioning.

Manage operational planning, resource allocation, and reporting for the Sub-directorate.
Qualifications:

Bachelor’s Degree in Human Resource Management, Public Management, or a related field (SAQA recognised).

Minimum of 7 years’ experience in HR Management, of which 5 years must be at junior management level.

Strong knowledge of Public Service HR legislation, policies, and regulations.

Experience with recruitment, HR administration, and PERSAL.

Proven ability to manage HR policies, systems, and high-volume activities.

Excellent communication, analytical, and presentation skills.

Computer literacy and a valid driver’s license required.
