JOB DESCRIPTION
This project involves the rehabilitation and resurfacing of CBD roads in Senekal town.
The aim is to:
- Restore damaged road surfaces in the central business district
- Improve road safety and driving conditions
- Extend the lifespan of municipal road infrastructure
- Enhance accessibility and urban mobility
RESPONSIBILITIES / SCOPE OF WORK
1. Road Rehabilitation
- Assess and repair existing damaged road layers
- Remove deteriorated or failed road surfaces
- Prepare base layers for resurfacing
- Ensure proper compaction and structural integrity
2. Road Resurfacing
- Apply new asphalt or approved road surfacing material
- Ensure smooth, durable road finish
- Maintain correct road levels, drainage slopes, and alignment
- Restore CBD road network to functional condition
3. Site Execution & Safety
- Provide full construction equipment and labour
- Implement traffic control and safety signage during works
- Ensure safe working conditions for road users and workers
- Proper disposal of construction waste materials
4. Quality Control & Compliance
- Ensure compliance with municipal road construction standards
- Follow engineering specifications in the tender documents
- Submit project execution plan and work programme
- Maintain quality assurance during construction phases
TECHNICAL REQUIREMENTS
The contractor must:
- Have CIDB grading of 3 SB or higher
- Demonstrate experience in road construction, resurfacing, or rehabilitation
- Provide a detailed construction methodology and programme
- Comply with all municipal engineering specifications
- Ensure access to qualified civil engineering staff and supervisors
- Submit required compliance documentation (tax, CSD, COIDA, etc.)
SKILLS & EXPERIENCE REQUIRED
The bidder must have:
- Proven experience in civil engineering road projects
- Capacity to handle CBD road rehabilitation works
- Skilled personnel including:
- Site engineer / project manager
- Road construction supervisors
- Skilled operators (rollers, graders, asphalt teams)
- Knowledge of:
- Road base preparation
- Asphalt application and compaction
- Municipal infrastructure standards
- Ability to complete projects within strict deadlines
COMPLIANCE REQUIREMENTS (VERY STRICT)
Bidders must submit:
- Company registration documents
- Certified ID copies of directors
- Valid SARS Tax Compliance Pin (TCS)
- Valid CSD report (not older than 1 month)
- CIDB 3 SB or higher certificate
- Valid COIDA / Letter of Good Standing
- Municipal rates account (not in arrears > 3 months)
- Completed MBD forms (mandatory)
- BBBEE certificate (for scoring points)
- JV agreement + power of attorney (if applicable)
IMPORTANT CONDITIONS
- Non-refundable tender fee: R1,000
- Bid validity period: 120 days
- 80/20 preference points system applies
- Municipality may not accept lowest bid
- Late submissions are not accepted
- All certifications must be valid and properly signed
