Job Description
The successful candidate will provide support and technical guidance to municipalities in the implementation of effective revenue and debt management practices.
The role will focus on supporting targeted municipalities with revenue and debt management, providing advice on revenue-related tariffs and policies, and assisting municipalities throughout the revenue management cycle. The position will also contribute to capacity-building initiatives through the coordination of relevant training programmes.
Responsibilities
- Support the implementation of revenue management by targeted municipalities.
- Support municipalities in implementing effective debt management processes.
- Provide advice and technical guidance on revenue-related tariffs and policies.
- Provide guidance on tariff setting within the revenue management cycle.
- Provide advice and technical guidance on revenue and debt management.
- Support and assist with the coordination of training programmes aimed at building municipal capacity.
- Assist municipalities with improving revenue management practices and processes.
Requirements
- A relevant degree or Advanced Diploma at NQF Level 7 in:
- Financial Management;
- Financial Accounting;
- Management Accounting; or
- An equivalent qualification.
- A minimum of three years’ experience in an accounting environment.
- Knowledge of:
- Municipal Finance Management Act (MFMA).
- Municipal Property Rates Act (MPRA).
- Municipal budgets and reporting regulations.
- Treasury Regulations.
- Municipal Finance Management Circulars.
- Computer literacy.
- Valid driver’s licence.
