Job Overview
The Free State Department of Transport is seeking an experienced Assistant Director: Human Resource Administration to oversee and coordinate key human resource administration functions.
The successful candidate will be responsible for implementing HR policies and prescripts, managing employee benefits and conditions of service, overseeing pension administration, leave management, performance management, training and development, as well as recruitment and selection processes.
The position requires strong knowledge of public-sector HR legislation, PERSAL, employee benefits and HR administration, together with proven supervisory experience.
Minimum Requirements
Applicants must have:
- Grade 12 Certificate.
- National Diploma (NQF Level 6) in one of the following:
- Human Resource Management
- Labour Relations
- Human Resource Development
- Public Administration
- Public Management
- Related equivalent qualification
- At least 5 years’ supervisory-level experience in a Human Resource Management environment.
- Relevant PERSAL courses, including:
- Leave Administration
- MMS and SMS Packaged
- Provisioning
- Utilisation
- Terminations
- Service Conditions
- A valid driver’s licence.
- Knowledge and experience in pension administration.

Key Responsibilities
Human Resource Administration
- Implement and monitor human resource prescripts.
- Implement HR management resolutions.
- Keep employees informed about changes and developments relating to HR policies and prescripts.
- Monitor employee benefits and conditions of service.
- Ensure timely processing of service terminations.
- Ensure correct submission and processing of pension documentation.
- Maintain databases of cases submitted to the Government Employees Pension Fund (GEPF).
- Follow up on outstanding pension claims.
- Assist families of deceased employees with GEPF funeral benefit claims.
- Maintain annual lists of employees approaching retirement.
- Follow up on payments and respond to pension-related queries.
- Provide feedback to pension beneficiaries.
- Recover liabilities from pension proceeds.
Leave Administration
- Approve leave transactions and ensure correct PERSAL codes are used.
- Ensure leave applications comply with policies and prescripts.
- Monitor submission and implementation of leave plans.
- Verify incapacity leave applications and ensure timely submission to the Health Risk Manager.
- Liaise with the Health Risk Manager regarding incapacity applications.
- Implement relevant decisions.
- Verify over-granted leave before service termination.
- Check leave gratuity and discounting calculations.
- Conduct leave workshops, inductions and audits.
Performance Management, Training & Development
- Facilitate and implement performance management, training and development initiatives.
- Monitor Personal Development Plans (PDPs).
- Consolidate provincial inputs for the Workplace Skills Plan (WSP).
- Check compliance with training submissions.
- Coordinate provincial training and development activities.
- Consolidate training statistics.
- Approve EPMDS documents on PERSAL.
- Ensure performance management statistics are updated and submitted.
- Arrange Moderating Committee meetings.
- Quality assure Moderating Committee outcome letters.
- Compile memoranda for performance rewards.
- Authorise implemented performance rewards.
- Register System Change Controls (SCCs) to correct employee service records following pay progression.
Recruitment & Selection
- Monitor and implement recruitment and selection processes.
- Check funded and vacant posts on PERSAL.
- Verify documentation and submissions for advertisements.
- Ensure employment equity targets are updated.
- Monitor adherence to recruitment and selection plans.
- Check shortlisting minutes and proceedings.
- Verify submissions for the selection of suitable candidates.
- Confirm security and qualification screening results.
- Ensure posts are filled within prescribed timeframes.
- Approve appointments, transfers and translations on PERSAL.
- Ensure employees are correctly placed on PERSAL.
Ideal Candidate
The ideal candidate will be an experienced public-sector HR professional with strong PERSAL knowledge, supervisory experience and a thorough understanding of HR legislation and employee benefits.
Experience in pension administration, leave management, performance management, training and development, and recruitment processes will be particularly important for this role.
