The Department of Public Works and Infrastructure (DPWI) in the Free State Provincial Government (FSPG) is responsible for the planning, construction, maintenance, and management of government buildings and public infrastructure across the province. It plays a crucial role in ensuring that infrastructure development supports socio-economic upliftment, job creation, and the delivery of essential services.
Through its Directorate: Supply Chain Management (SCM), the department ensures that procurement and demand planning processes are transparent, efficient, and aligned with the principles of good governance and financial accountability.

Minimum Requirements:
A recognised Bachelor’s Degree or equivalent qualification in:
Supply Chain Management
Commerce / Economics
Financial Services
At least 3 years’ relevant experience in Supply Chain Management
A valid driver’s license (excluding persons with disabilities)
Essential Knowledge & Skills:
Sound understanding of:
Public Finance Management Act (PFMA), 1999
Treasury Regulations
Preferential Procurement Policy Framework Act (PPPFA)
Knowledge of government financial systems:
BAS (Basic Accounting System)
LOGIS (Logistical Information System)
Excellent written and verbal communication skills
Strong skills in:
Planning, research, and analysis
MS Office Suite (Excel, Word, PowerPoint)
Managerial and supervisory duties
Ability to assess market trends and prepare procurement plans aligned with strategic goals
Key Responsibilities:
Needs Analysis & Procurement Planning
Conduct research to determine demand in line with the department’s Supply Chain Strategy
Analyse identified requirements and develop appropriate procurement proposals
Assess market research findings and determine suitable procurement methodologies
Evaluate special conditions required in specifications to ensure quality compliance
Annual Procurement Planning
Collect procurement needs from all departmental components using the approved template
Analyse and consolidate data to draft a comprehensive Procurement Plan
Confirm budget availability and align procurement with strategic and operational objectives
Present final procurement plans for approval by the Accounting Officer
Specification Compilation & Tender Requests
Supervise and coordinate the development of technical specifications and Terms of Reference (ToR)
Ensure specifications align with national and departmental procurement policies
Coordinate and publish Requests for Proposals (RFPs) and quotations where applicable
Supplier Database Management
Oversee the development, maintenance, and quality control of the supplier database
Verify supporting documentation and ensure compliance with registration requirements
Staff Supervision & Administration
Supervise, guide and support personnel in the Demand Management Unit
Allocate responsibilities, monitor performance, and conduct quality control on work outputs
Manage training and development plans for supervisees
Address performance, discipline, and employee development in line with HR policies
