    Job Overview / Description

    A specialist transport consulting firm supporting the Department of Transport is looking for a Deputy Representative to monitor and improve subsidised bus services in the Free State. The role is contract-based and involves managing a team, coordinating with operators, and ensuring compliance with service contracts.

    Location: Bloemfontein, Free State (covering Bloemfontein, Botshabelo & Thaba Nchu primarily, with occasional visits to Harrismith, Bethlehem, and QwaQwa)
    Salary: R30,000 – R35,000 per month, includes vehicle and fuel

     Job Summary

    The Deputy Representative will manage contracted bus operators and a team of monitors, ensuring services meet contractual and operational standards. The role requires strong stakeholder engagement, reporting, and administrative skills. This position bridges government oversight, operator compliance, and community liaison.

     Key Responsibilities

    Monitoring & Compliance

    • Monitor contracted subsidised bus services: routes, timetables, vehicle condition, and electronic equipment.

    • Ensure operators comply with contract requirements.

    Team Management

    • Supervise a team of 10 monitors and coordinate a small admin team.

    • Prepare weekly monitoring rosters and ensure staff coverage and quality of observations.

    Stakeholder Engagement

    • Meet regularly with operators, communities, employers, and local authorities to discuss operations and improvements.

    • Communicate service changes and fare adjustments to affected parties.

    Reporting & Administration

    • Compile accurate monthly reports and statistics (penalties, disputes, monitoring results, site inspections, claims, additional trips).

    • Maintain organised record systems: minutes, monitoring sheets, timetables, timesheets, and vehicle log sheets.

     Minimum Requirements

    Education

    • Grade 12 required.

    • Diploma or degree in Transport, Logistics, Public Administration, or related fields is an advantage.

    Experience

    • 5+ years in public transport, fleet operations, contract monitoring, or a similar operations role.

    Skills & Competencies

    • Strong reporting, administration, and record-keeping skills.

    • Confident in chairing meetings and engaging with government stakeholders, operators, and communities.

    • Computer literate (MS Office, particularly Excel and Word).

    • Valid driver’s licence and willingness to travel within the Free State.
