    Project Overview

    MISA seeks to appoint a professional engineering consulting firm or service provider to undertake the refurbishment and upgrading of the Zastron Wastewater Treatment Works (WWTW).

    The treatment plant has been severely vandalised and is currently non-operational. The appointed consultant will provide end-to-end professional services from assessment and design through to construction supervision and project close-out.

    The project must be completed by 30 November 2026.

    Main Objectives

    The successful bidder will be responsible for:

    • Assessing the current condition of the wastewater treatment works.
    • Conducting site investigations and technical evaluations.
    • Preparing concept, preliminary and detailed designs.
    • Developing tender and procurement documentation.
    • Managing construction contracts.
    • Supervising refurbishment works.
    • Ensuring environmental compliance.
    • Training plant operators.
    • Restoring the facility to full operational functionality.

    Scope of Work

    Planning and Design

    • Infrastructure condition assessments.
    • Feasibility and engineering studies.
    • Preliminary and detailed engineering designs.
    • Preparation of technical specifications and tender documentation.

    Civil Engineering Works

    • Refurbishment of treatment structures.
    • Rehabilitation of clarifiers.
    • Upgrading trickling filters.
    • Repairs to stabilization ponds and associated infrastructure.
    • Refurbishment of pump stations.

    Mechanical Engineering Works

    • Refurbishment and replacement of:

    Electrical Engineering Works

    • Refurbishment of transformers.
    • Upgrading electrical reticulation systems.
    • Installation of control and automation systems.
    • Installation of emergency generators.

    Environmental and Compliance Services

    • Environmental authorisations.
    • Water-use licensing support.
    • Environmental management plans.
    • Health and safety compliance monitoring.

    Construction Phase Services

    • Site supervision.
    • Quality assurance.
    • Contract administration.

    • Proven wastewater and sanitation project experience.
    • Experience in planning, design, supervision, and project management of wastewater treatment facilities.
    • Experience with municipal infrastructure projects.
