    Project Purpose

    The purpose of this project is to appoint a suitably qualified and experienced Professional Services Provider to refurbish and upgrade the Zastron Wastewater Treatment Works (WWTW). The refurbishment aims to restore full operational functionality, address regulatory non-compliance, improve treatment efficiency, and ensure environmental sustainability in line with applicable legislation and standards.

    Scope of Professional Services

    The appointed service provider will deliver end-to-end professional services, including but not limited to the following:

    1. Planning and Investigations

    • Review of existing project information and historical data

    • Detailed site investigations and condition assessments of existing infrastructure

    • Identification of non-compliance and operational deficiencies

    2. Design and Documentation

    • Development of detailed engineering designs for refurbishment and upgrades

    • Preparation of technical specifications, drawings, and tender documentation

    • Cost estimates and project programming

    • Design in accordance with NEC3 Engineering – Professional Services Option A

    3. Refurbishment and Upgrade Components

    • Refurbishment of:

      • Oxidation and stabilization ponds

      • Activated sludge systems

      • Tanks, channels, and hydraulic structures

    • Civil, mechanical, and electrical upgrades including:

      • Installation of flow meters

      • Construction/refurbishment of grit channels

      • Installation of pumps, transformers, electrical panels, and control systems

      • Integration of solar power systems where applicable

    4. Contract Administration and Site Supervision

    • Administration of construction contracts

    • Full-time or part-time site supervision as required

    • Quality assurance and monitoring of contractor performance

    • Management of variations, claims, and progress reporting

    5. Compliance and Approvals

    • Ensuring compliance with:

      • Environmental legislation

      • Water and sanitation regulations

      • Occupational Health and Safety Act

      • Municipal and national standards

    • Assistance with obtaining all necessary permits and approvals

    6. Project Management and Close-Out

    • Monitoring project progress against time, cost, and quality targets

    • Coordination with MISA, Mohokare Local Municipality, and stakeholders

    • Practical completion, commissioning, and handover

    • Preparation of as-built drawings and completion reports

    Technical and Contractual Requirements

    • Compliance with South African engineering standards and codes

    • Application of NEC3 Engineering Professional Services Contract – Option A

    • Integration of sustainable and energy-efficient solutions where feasible

    • Delivery of the project within approved budgets and timelines

    Skills and Experience Requirements

    The Professional Services Provider must demonstrate:

    • Registration of key personnel with ECSA (Civil, Electrical, and/or Mechanical Engineering)

    • Minimum 7–10 years’ experience in water and wastewater treatment projects

    • Proven experience in:

      • Refurbishment and upgrading of WWTW infrastructure

      • Design and supervision of activated sludge and pond systems

      • Multidisciplinary engineering coordination

    • Strong capability in:

      • Project management

      • Contract administration

      • Technical reporting and stakeholder engagement

    • Sound knowledge of:

      • South African environmental legislation

      • Health and safety regulations

      • Municipal infrastructure standards
