Purpose of the Appointment
The Border Management Authority seeks to appoint a panel of competent and compliant service providers to provide turnkey park home solutions to support operational, administrative, and residential needs at ports of entry and along borderlines. The work will be executed on an as-and-when-required basis during the contract period.
Scope of Work
The appointed service providers will be responsible for the end-to-end execution of park home installations, including the following:
1. Supply of Park Homes
Provision of prefabricated park homes for office, accommodation, and operational use.
Units must meet prescribed technical, structural, and quality standards.
Customisation or modification where required for specific site conditions.
2. Environmental Assessment
Conducting environmental assessments in accordance with applicable legislation.
Identification and mitigation of environmental impacts.
Compilation and submission of environmental compliance documentation.
3. Earthworks and Site Preparation
Clearing, leveling, and preparation of sites.
Construction of foundations or platforms suitable for park home installation.
Associated civil works required for safe and compliant placement of units.
4. Bulk Services and Connectivity
Provision and connection of bulk services, including:
Electrical supply
Water supply
Sewerage and sanitation
Data and communication infrastructure (where applicable)
Compliance with local authority and regulatory requirements.
5. Delivery, Installation and Commissioning
Transportation of park homes to designated sites.
Installation, positioning, anchoring, and finishing of units.
Testing and commissioning to ensure full operational readiness.
6. Health, Safety and Compliance
Full compliance with Occupational Health and Safety Act requirements.
Implementation of site-specific Health and Safety Plans.
Submission of safety files, method statements, and risk assessments.
7. Documentation and Handover
Provision of:
As-built drawings
Technical specifications
Certificates of compliance (electrical, plumbing, structural)
Operating and maintenance manuals
Formal handover to the Border Management Authority.
Minimum Requirements and Competencies
Service providers must demonstrate:
CIDB Grade 4GB or higher
Registration with NHBRC (where applicable)
Access to:
ECA-certified electricians
PIRB-registered plumbers
Valid COIDA and proof of OHS compliance
Proven experience in:
Prefabricated / park home installations
Earthworks and civil works
Environmental compliance
Bulk services connectivity
Capacity to operate across multiple sites and provinces, including remote border locations
Reporting and Coordination
All work will be undertaken under the direction of the Border Management Authority or its appointed representatives.
Service providers must coordinate with local authorities, utilities, and site stakeholders.
Progress reporting and compliance submissions will be required per task order.
