    Dihlabeng Local Municipality invites qualified private developers to submit proposals for a large-scale integrated land development and housing project in Bethlehem.

    The project consists of two main components:

    1. Installation of Engineering Services in Bethlehem Extension 46

    2. Administration and Construction of First Home Finance (FHF) housing for the Missing Middle in Bakenpark Extension 6 & 7

    The development aims to:

    • Transform Bethlehem into a sustainable and vibrant community

     Component 1: Land Development – Bethlehem Extension 46

    Development Size:

    • Approximately 58 hectares

    Infrastructure Installation:

    • Roads

    • Water reticulation

    • Sewer systems

    • Electricity services

    Residential Development:

    • Construction of 259 residential properties

    • Stand sizes ranging from 823 m² to 2,777 m²

    • Provision of all supporting infrastructure

    • Sale of erven to recover development investment

    Component 2: First Home Finance (Missing Middle) – Bakenpark Extension 6 & 7

    Housing Delivery:

    • Approximately 500 housing units

    • Targeted at Missing Middle beneficiaries

    • Administration of First Home Finance programme

    • Construction and project management of housing development

     Technical Requirements

    Bidders must submit comprehensive development proposals including:

    • Preliminary engineering designs (roads, water, sewer, electricity)

    • Layout plans and indicative designs
