Tender Description
CENTLEC SOC LTD is inviting suitably qualified service providers to provide printing, enveloping, sorting, posting and e-mailing services for monthly electricity bills and associated notices for a period of six months.
The appointed service provider will support CENTLEC’s revenue management operations by ensuring that electricity bills and related customer notices are produced accurately and distributed through both physical and digital channels.
Objectives
The main objectives of the tender are to:
- Ensure accurate and timely production of monthly electricity bills.
- Print and distribute associated notices, including disconnection warning notices.
- Provide reliable postal and electronic bill distribution.
- Support secure digital access to customer statements.
- Maintain an efficient billing communication process throughout the six-month contract period.
Scope of Work
The successful bidder will be responsible for:
- High-volume printing of monthly electricity bills and notices.
- Enveloping and sorting documents for distribution.
- Posting bills and notices to customers.
- E-mailing electronic bills and associated notices.
- Providing and maintaining an online platform for statement registration and secure downloads.
- Supplying the necessary hardware, consumables and logistical resources.
- Coordinating postal distribution requirements with the South African Post Office.
- Providing administrative and operational support to CENTLEC’s Revenue Management section.
- Providing relevant operational and billing communication reports.
Technical & Operational Requirements
Service providers must be able to:
- Use electronic templates supplied by CENTLEC.
- Incorporate approved advertisements into the existing bill layout.
- Operate a secure and scalable digital platform for internal staff and customers.
- Provide secure customer access to statements and downloads.
- Demonstrate the operational capacity to handle high-volume printing and distribution.
- Coordinate physical and electronic distribution processes efficiently.
Mandatory Requirements & Documentation
Bidders should ensure compliance with the specified tender requirements, including:
- Registration on the Central Supplier Database (CSD) and submission of a valid CSD number.
- Completion and signing of MBD 4 – Declaration of Interest.
- Completion and signing of MBD 9 – Preferential Procurement Regulations.
- Valid proof of business premises as specified in the tender documentation.
- Submission in the required ring-bound, indexed and page-numbered format where applicable.
- Compliance with the prescribed preferential procurement requirements.
