Project Overview
Eskom invites qualified and competent service providers to supply and deliver SF₆ gas handling plant and storage equipment for use at the Beta Substation in Dealesville, Free State. The objective of this tender is to support Eskom’s transmission and substation operations by ensuring the safe handling, storage, recovery, and management of SF₆ gas in compliance with Eskom safety standards, environmental requirements, and quality management systems.
The project places strong emphasis on occupational health and safety, environmental protection, and quality assurance, ensuring that supplied equipment meets Eskom’s operational, regulatory, and ISO-aligned quality standards.
Scope of Work
1. Supply of SF₆ Gas Handling Equipment
The successful bidder will be responsible for the supply of suitable SF₆ gas handling plant, which may include (as per tender documentation):
SF₆ gas recovery and filling units
Gas handling and transfer systems
Vacuum and filtration systems
Monitoring and control components
Associated accessories and fittings
All equipment must be fit for use in high-voltage substation environments.
2. Supply of SF₆ Gas Storage Equipment
Provision of compliant SF₆ gas storage vessels/cylinders.
Equipment must be suitable for safe storage, transport, and handling of SF₆ gas.
Storage systems must meet Eskom, statutory, and environmental requirements.
3. Delivery
Delivery of all equipment to Beta Substation, Dealesville.
Supplier is responsible for packaging, transportation, handling, and off-loading.
Equipment must be delivered within agreed timelines and in good condition.
4. Documentation and Compliance
Supply of all required technical manuals, operating instructions, and safety data.
Provision of quality documentation, test certificates, and compliance records.
Clear handling, transportation, and storage instructions must accompany all equipment.
Safety and Quality Requirements
Safety Requirements
Compliance with the Occupational Health and Safety Act and Eskom safety standards.
Identification and management of risks related to gas handling, electrical environments, and transportation.
Use of appropriate PPE and safety controls during delivery and handling.
Emergency preparedness procedures for gas leaks, fire, and environmental incidents.
Proper handling and management of hazardous substances, including SF₆ gas.
Quality Requirements
Implementation of a Quality Management System aligned with ISO 9001.
Submission of Contract Quality Plans (CQP) and Inspection and Test Plans (ITP) where required.
Control and traceability of supplied equipment and components.
Participation in Eskom audits, inspections, and quality reviews.
Management of non-conformances and corrective actions.
Skills and Competency Requirements
The bidder must demonstrate:
Technical and Safety Competence
Experience in supplying SF₆ gas handling and storage equipment or similar high-voltage substation equipment.
Personnel trained in hazard identification, risk assessment, and safe handling of hazardous gases.
Knowledge of electrical substation safety requirements.
Ability to manage environmental risks related to SF₆ gas handling.
Quality and Management Competence
Proven experience with ISO 9001–aligned quality systems.
Ability to prepare and manage quality documentation, including CQPs and ITPs.
Skilled personnel for inspections, audits, and quality control.
Capacity to manage suppliers and sub-suppliers where applicable.
