Tender Overview
The National Department of Public Works Bloemfontein invites suitably qualified contractors to provide servicing, maintenance and repair services for air conditioning systems at Department of Justice and Constitutional Development facilities within Xhariep District 2.
The appointed contractor will be responsible for ensuring that the installed air conditioning systems remain functional, efficient and compliant with applicable technical, safety and environmental requirements.

Objectives
The main objectives of the tender are to:
- Maintain air conditioning systems in good working condition.
- Provide preventative and corrective maintenance.
- Diagnose and repair faults affecting HVAC equipment.
- Ensure reliable indoor environmental conditions in government buildings.
- Minimise equipment downtime and operational disruptions.
- Ensure compliance with applicable refrigeration, air conditioning and safety standards.
- Extend the operational lifespan and efficiency of installed air conditioning systems.
Scope of Work
The appointed contractor will be expected to provide comprehensive air conditioning maintenance and repair services, including:
Preventative Maintenance
- Routine servicing of installed air conditioning units.
- Inspection of equipment and components.
- Cleaning and maintenance of systems.
- Checking system performance and operational efficiency.
- Identification of potential faults before equipment failure.
Repairs and Fault Finding
- Diagnostic troubleshooting of air conditioning systems.
- Identification and rectification of mechanical faults.
- Electrical fault finding and repairs.
- Refrigeration system repairs.
- Replacement or repair of defective components.
- Testing systems following repairs to ensure proper operation.
System Optimisation
The contractor must ensure that serviced systems operate efficiently and effectively, including appropriate system adjustments and performance checks.
All required labour, tools, equipment and technical resources must be provided in accordance with the official tender specifications.
Technical Requirements
Tenderers must meet the following key requirements:
- Minimum CIDB grading of 1ME or higher.
- Compliance with all applicable HVAC, refrigeration, health and safety requirements.
- Compliance with relevant SANS specifications.
- Use of appropriately qualified and accredited refrigeration and air conditioning technicians.
- Ability to perform maintenance and repairs on commercial air conditioning and refrigeration systems.
- Appropriate procedures for refrigerant handling and related environmental requirements.
- Compliance with the official tender documentation and Tender Data.
Qualifications and Skills Requirements
The tender specifically requires tenderers to submit an accredited Refrigeration/Air Conditioning Technician Certificate for personnel who will perform maintenance and repairs.
The certificate must be approved by SARACCA or SAQCC and comply with the applicable SANS requirements.
The contractor should also demonstrate competency in:

- Refrigeration system maintenance.
