    Project Objective

    The objective of this project is to upgrade the existing oxidation pond system in Edenville to improve wastewater treatment efficiency, increase capacity, and enhance environmental compliance.

    The project also aims to:

    • Create local employment opportunities.
    • Promote enterprise development.
    • Provide skills training.
    • Implement labour-intensive construction methods in line with EPWP principles.

    CIDB Requirement

    Mandatory CIDB Grading

    • Required CIDB Rating: 7 CE or higher

    CE refers to Civil Engineering Works.

    Only contractors registered with CIDB Grade 7 CE or higher are eligible to bid.

    Scope of Work

    Wastewater Infrastructure

    • Construct new inlet works with:
      • Screening systems
      • Grit removal facilities
      • Flow measurement systems
    • Build two anaerobic ponds including:
      • HDPE liners
      • Sludge draw-off systems
    • Upgrade existing ponds to:
      • Aerobic ponds
      • Facultative ponds

    Additional Civil Works

    • Construct chlorination channels.
    • Upgrade maturation ponds.
    • Install sludge drying beds.
    • Construct stormwater diversion channels.
    • Build berms and access roads.
    • Install perimeter fencing and access gates.

    Operational Facilities

    • Construct:
      • Operations building
      • Staff facilities
      • Training facilities

    Environmental and Community Measures

    • Environmental management implementation.
    • Safety management.
    • Community liaison and engagement.
    • Local employment and training programmes.

    Technical Requirements

    The contractor must demonstrate the ability to:

    • Construct and line ponds with HDPE membranes.
    • Implement sludge management systems.
    • Meet retention time and flow requirements.
    • Prepare design and as-built drawings.
    • Comply with environmental and safety regulations.
    • Implement EPWP labour-intensive methods.

    Key Personnel Requirements

    Project Manager

    • BSc/BTech in Civil Engineering or Construction Management.
    • NQF Level 7 qualification.
    • Minimum 5 years’ experience.

    Site Agent

    • National Diploma in Civil Engineering.
    • NQF Level 5 qualification.
    • Registration with ECSA.
    • Minimum 5 years’ experience.

    Foreman

    • NQF Level 4 qualification.
    • Relevant construction experience.

    Health and Safety Personnel

    • Full-time Construction Manager.
    • Registered Safety Officer in accordance with Construction Regulations.

    Skills and Capacity Requirements

    Bidders must demonstrate:

    • Financial capacity to execute the project.
    • Experience in civil engineering and water infrastructure.
    • Environmental management expertise.
    • Health and safety compliance.
    • Community engagement capability.
    • Quality management systems.
    • Labour-intensive construction experience.
