Locality plays an important role in the allocation of preference points. The maximum locality points are available to businesses operating within the Phumelela Local Municipality boundaries, with points decreasing progressively for businesses located outside the municipality, district or province.
Bidders claiming locality points must provide verifiable proof of their operational address, such as:
- Municipal account
- Lease agreement

Important Branding Requirement
The tender specifically requires embroidery-only branding for apparel. Printed graphics, heat transfers and screen printing are not permitted.
The tender documentation also indicates that some layout sheets are AI-generated placeholders. Bidders should therefore ensure that final digital proofs are confirmed and aligned with the municipality’s branding requirements before production.
