    Job Overview / Description

    • Position: Chief Financial Officer (CFO)

    • Location: Bloemfontein
    • Salary: R1,266,714 per annum (Level 13, all-inclusive package)

    Job Purpose:

    To provide strategic financial leadership and management oversight within the Vaal-Orange Catchment Management Agency (VOCMA) to ensure sound financial practices, compliance with relevant legislation, and the achievement of the organisation’s financial and operational objectives.

    Key Responsibilities:

    • Oversee all financial and management accounting activities including budgeting, revenue collection, payroll, banking, supply chain, and asset management.

    • Ensure compliance with the Public Finance Management Act (PFMA), Generally Recognised Accounting Practice (GRAP), Treasury Regulations, and other relevant policies.

    • Develop, implement, and maintain internal control systems, accounting policies, and procedures.

    • Provide strategic financial advice to the executive management and the Board.

    • Lead financial planning, risk management, and cost management strategies.

    • Monitor financial reporting and ensure timely, accurate submissions to internal and external stakeholders.

    • Manage annual audit processes and respond to audit findings and recommendations.

    • Direct corporate support services including human resources, IT, and office facilities to support organisational objectives.

    • Manage departmental budgets, resource allocation, and staff performance to enhance service delivery.

    • Stay updated with trends in financial management, accounting, and public sector governance.

    Requirements:

    • Relevant Bachelor’s Degree (NQF Level 7) in Accounting, Financial Management, or related field.

    • Postgraduate qualification or professional designation is an advantage.

    • Minimum of 10 years’ experience in financial management, with at least 5 years at middle or senior managerial level.

    • Extensive knowledge of PFMA, GRAP, Treasury Regulations, and local government/public sector regulations.

    • Strong leadership, strategic planning, change management, problem-solving, and communication skills.

    • Proven ability to manage financial systems, audit processes, and corporate support functions.
