- Position: Chief Financial Officer (CFO)

- Salary: R1,266,714 per annum (Level 13, all-inclusive package)
Job Purpose:
To provide strategic financial leadership and management oversight within the Vaal-Orange Catchment Management Agency (VOCMA) to ensure sound financial practices, compliance with relevant legislation, and the achievement of the organisation’s financial and operational objectives.
Key Responsibilities:

Oversee all financial and management accounting activities including budgeting, revenue collection, payroll, banking, supply chain, and asset management.

Ensure compliance with the Public Finance Management Act (PFMA), Generally Recognised Accounting Practice (GRAP), Treasury Regulations, and other relevant policies.

Develop, implement, and maintain internal control systems, accounting policies, and procedures.

Provide strategic financial advice to the executive management and the Board.

Lead financial planning, risk management, and cost management strategies.

Monitor financial reporting and ensure timely, accurate submissions to internal and external stakeholders.

Manage annual audit processes and respond to audit findings and recommendations.

Direct corporate support services including human resources, IT, and office facilities to support organisational objectives.

Manage departmental budgets, resource allocation, and staff performance to enhance service delivery.

Stay updated with trends in financial management, accounting, and public sector governance.
Requirements:

Relevant Bachelor’s Degree (NQF Level 7) in Accounting, Financial Management, or related field.

Postgraduate qualification or professional designation is an advantage.

Minimum of 10 years’ experience in financial management, with at least 5 years at middle or senior managerial level.

Extensive knowledge of PFMA, GRAP, Treasury Regulations, and local government/public sector regulations.

Strong leadership, strategic planning, change management, problem-solving, and communication skills.

Proven ability to manage financial systems, audit processes, and corporate support functions.
